In Budget: De~Iga'te' ~i Following is, the speech delivered b1’ Mr. A. F. Arsenault (Conservat- ive, Third Prince) in the Budget debate, Provincial Legislature, March 31. MrnArsenanlt followed Mr. H. H. Cox ill ‘the debate: BLANCH’ SWEET F-fiud out all about M1‘- slleaker: I presume, after hearing such eloquence from such a super-man as the hon. member who just sat down, that you would like to hear aifew words now from "tlle Olittlc fellow" to whom that gentle- man referred on more than one oc- casion. Let me __say. first of all, that we on this side of the House are somewhat disappointed with the present Government. We had ex- pected this year to hear some policy announced, some policy whicfwculd ~% -.e: and a half of its existence, only lu- creased the total liabilities of the Province by $29,000. Now, Mr. Speaker, the Premier while in Opposition and as a sup- porter oi the Bell Government, fre- quently boasted that he could prove a deficit in three ways. It would be $50,000 one way, $100,000 another way, and $150,000 if taken a third and different way. Those of us who heard him on those occasions have learned to discount his figures. So far as the present financial situa- tion is concerned. I will ealchim t9’ refer to his own Public Accounts of 1920, at page 7. He will find there an increase of liability to the extent oi.’ $176,000. And, Mr. Speaker, those Back to tile tinsel glamour of a Broad- way night club stalks a surprising drama cl women and the shadow} on. dsrworld. If the first page of their accounts cannot be have the future in contemplation, a . policy that would at least promise some betterment to our people. We had expected to hear from the Prem- ier some words.of encouragement, . something to show that we were progressing favorably. But instead he has made confessions in this House, and he has shown by his Public Ac- . ‘counts ‘that this administration, after . having held office for two years and ' a few months, has proved a failure; a failure financially and a failure in policy. The people today, throughout the length and breadth of this Prov- ince, are astonished to find such a barren Legislature. Nothing has been - given to them; nothing promised; no hope held out as to the future. The last speaker, and agood many others on the same side, have dis- .1...) THE JUBLIC ACCOUNTS The ifremicr‘: Pot Purri.‘ Last year ' the Premier, in his Budget speech, entertained the House for a long time on the sub- ject of chickens and lambs. That money was expended. and it is as ‘much an ex- penditure as any other item on the page. So we have a total expendit- = ure of $1,086,274.
