OTTAWA, April 17. - Sir Robert Borden announced early in to-day's sitting that Sir Sam Hughes had re- turned to Ottawa and 'proposed to make s. statement to the House to- morrow. He also laid upon the table an order»in-Council approved by the Govemor-General on April 15 and aris- ing out of a promise made by the Prime Minister during thedebate upon Sir Wilfrid Laurier's motion calling for the appointment of a parliamentary committee to investigate the opera- tions of the Shell Committee. In his speech lu that debate Sir Robert said that the Government would be pre- pared to direct the attention _of the British Government to allegations made by members of the Opposition lu regard to the Shell Committee and would inform the British authorities of its readiness to co-operate in any in- vestigation which might he thought desirable. The Order-in-Council pro- vides for the transmission to the Secretary of State for the Colonies of the Hansard report of the debate on the Laurier resolution and of a copy of the Order~in-Council authorizing the issue of a Royal Commission to Sir William Meredith Chief Justice of Ontario, and Mr Justice L. P. Duff of the Supreme Court.
