     “Th is not the normal 
     
     thing for one country to break

     country. It’s as if the Russians 
     
     were telling us, ‘You can't keep 
     
     your own river open so we'll de 
     
     it for you ."" 
     
    

    
     Russian authorities have or- 
     
     dered a Soviet icebreaker to 
     
     accompany the Russian freigh- 
     
     ter Indgirska, now believed 
     
     nearing Montreal 
     
    

    
     The telegram to Mr. Pickers 
     
     gill said in part, “.. . If Can 
     
     ada desired the river open to 
     
     navigation, Canadian icebreak- 
     
     ers should attempt this and not 
     
     foreign. We therefore request 
     
     you to examine .. . the desir- 
     
     ability of allowing Russian ‘ce 
     
     breakers to operate.in Canadian
