E Foster. oe THE CAMPAIGN IN THIS PROVINCE, Wira the conventions of the present week the fpeople’s campaign against the government will begin in this province. In this campaign continued stress will be laid upon the fact that, instead of lowering public expenditures by two te four millions of dollars, as Sir Wilfrid and his colleagues solemnly promised, the ex- penditures of the government have been increased to the extent of about fifteen millions, and are continually increasing. Thie fact will besubmitted to the people who pay the taxes, and they will be asked to say whether or not the government guilty of this scandalous breach of faith, necessarily involving heavier pablic bur- dens, is worthy of continued trust and confidence. The question of mutual preference for Canadian and British products in the British and Cauadian markets—the prefer~ ence in which, before the last general election—Sir Wilfrid Laurier saw ‘‘im~- menee possibilities "—will be submitted by the Conservatives on the basis lately laid down by the Asseociated Chambers of Commerce; andthe people of Prinee Ed- ward Island, as of all Canada, will be asked to say whether or not they are in favor of such a preference, and whether or not Sir Wilfrid Laurier did right when he told the people of Great Britain that Canada did not want such a preference— that the preference given British goods in Canadian markets was a free gift. A silver dollar weighs 412 5 grains, of which 9-10, or 371.25 grains are pure silver, the re~ mainder being alloy. Thus the pure silver in a silver dollar weighs about six- teen times as much asthe pure gold in a gold dollar, and thisisthe meaning f “16tol.” The proposal to adopt the free coinage of silver at a ratio of 16 to 1 isa proposalthat any owner of silver bullion shall be authorized by law to take it to a United States mint and have coined and returned to him one dollar for each 371.25 grains of silver, this dollar being the legal tender for payment of all debts, public or private. The silverin such a dollar (and the dollar itself under free coinage) would be worth, at the present price of silver, not far from fifty cents in gold.
