As the Montreal Gazeite remarks, the policy of preventing American railways from tapping the trade of the Northwest by uniting with Canadian lines running to the frontier, is one to which both parties have long ago become committed ; and it was in pursuance of this policy that the railway charters referred to were disallowed by the Dominion Govern- ment. This policy was pursued when the building and working of the Canada Pacific Railway by the Government was in contemplation ; and it was well under- stood, both in and out of Parliament, by both parties to the coutract, that it would be continued in after the Canada Pucific Railway Company had taken the great work off the hands of the Government. To repudiate it now would, therefore, be in the nature of a breach of contract ; and to permit the passage of the Mani- toba Railway Charters would be to repudiate it. The Monetary Times, an impartial political critic, makes these sensible res marks :—*‘ It requires but little reflection to convince any candid-minded person that no other course was open to the Gov- erpmenut. The contract with the Pacific Railway Company cannot be violated by one of the parties to it; and if the Gov- ernment were disposed to be false to its engagement, the courts would certainly enforce the contract. It is unfortunate that the Pacific Railway Company should have acquired a monopoly for a long term of years ; but the restriction is part of the price we pay for the railway. It is mere child’s play onthe part of the Legislature of Mauitoba to continue to assume the assertion of authority, in respect to there charters, which it does not possess. Concerning Charlottetown, a eorrespon- dent of the Boston Transcript writes : — **One does not find so much provincialism here as in some other provinces of the Do- minion, nor so much activity. There is not that bustling, business-like air that is notice- able in Halifax or the Canadas. ‘There seems to be a dead, spiritless atm«sphere hovering over the Island. Every one seems to be waiting for someone else to do something. Bat stil], underlying all this, there can be de- tected a little current flowing quietly along, watering the seeds of the spirit ot competition, which are being sown, and mnst in time yield a plentiful harvest. In most cases, I know, the spirit of rivalry should be deprecated ; but standing oa the deck of a schooner that commands a view of almost the entire stretch of the isle, and casting the eyes along the coast. with its numerous bays and inlets, many of which afford good harborage, and then lifting them, to see fertile hills, broad fields and dense woodlands, one cannot help exclaiming, ‘ Whata pity there is no more life here! Captain Spear has served in various branches of steamboat enterprise, and is thoroughly posted in the business.
