The visit of the Minister and his party to a number of civilian airports in the Mai'itimes selves the purpose of reassuring the public of the Departments interest in their problems. In, this case it is of particular importance inl view of the negotiations under way for ex-' tending the runway facilities at the Chain, lottetown airport and developing it into a, modern civilian air centre. It is not too much to say that our whole fu- ture depends upon keeping abreast of the times in this mode of transportation, and that modern landing facilities are essential fa any improvement in this respect. His Worship Mayor Stewart and the members of the City Council and Board of Trade have been active in this matter, and our requirements were strongly presented on the occasion of the visit of Premier Jones and Mayor Stewart to Ottawa some time ago. Since then Defense Minister Claxton has been in the Province, and his attitude on the subject is regarded as most encour- aging. It is hoped that Mr. Chevrier will be equally impressed, and that some con- crete action will result from his visit on this occasion. Munlcliial Tax Problem Property owners in general will by no: means share the views expressed by Prof. D. C. Corbett, lecturer in public administra- tion at McGill University, in addressing the recent national meeting of the Canadian Federation of Mayors and Municipalities at Calgary. Mr. Corbett reported that be- tween 1933 and 1939, municipal revenues from real property taxes increased by 60.5 per cent while real estate values went up by 209 per cent. Real property taxes amounted to 77 per cent of all total rev- enues in 1933 but only to 67 per cent in .1951. He argued from these figures that city corporations should greatly increase their property tax levies. Mr. Corbeit's report was based on 11 study of all municipalities in Canada, and his percentages are averages. The situation, he conceded, varies greatly in different areas. There is the further fact that other tax figures enter into the picture. The Senate finance committee, for example, has revealed that with the natibnal income es- zimated at 918 billion for the present fiscal year, Canadians will pay in taxes to all three levels of government-federal, pro vincial and municipal-nearly one-third of the total national net income. The Senate committee was able to get complete taxation figures up to 1950 only, though fair estimates were obtained for 1951 and 1952. But comparing the 12-year period, 1939 to 1950 inclusive, the taxes of three levels of government rose as fol- lows: Federal, 1939, .9480,027,000; 1940, .92,- 411,218,000; 1950, t'52,905,578,000. Provincial, 1939, 3236,223,000; 1940, s730,8-12,000; 1950, 382-1,693,000. Municipal, 1939, 9316,96-1,000; 1940, 5S511,834,000; 1950, 34562,-108,000. In the case of the municipalities, real estate taxes included in the above munic- ipal figures rose as follows: 1939, 9243.418.- 000; 1940, s369,309,000; 1951, 0-102,868,000. Commenting on the above figures, an Ottawa correspondent concedes Mr. Cor- bett's point that the total revenue receiv- ed by all municipal governments today would only be about enough to maintain the levelof 1939, but takes issue entirely with his argument that sleep increases in municipal real estate taxes would solve the problem.
