The soundness oi' her fiscal policy, the fact that she was industrially self- contailied, enabled her to stand a- gainst the stornl and to accomplish a tremendous task ot' readiustment despite the temporary collapse of foreign trade and the cessation of her borrowings. in the course of this readjustment there have been emphasized some old diliicultles and there have been re- vealed sonic new problems affecting the internal development scheme of the Dominion. lt is to the solution of these problems ami the removal of these difficulties that thc new Colli- niission will apply their energies. The more Canadians can accomplish ln the increase of natural production, the greater part will Canada play both in the war and after. in this connec- tion the importance of improved me- thods of production, with a view to a better return to the producer, is enl- phasized instruction and demonstra- tion work being indlcated as a means to this end. The cultivated acerage of the Do- minion is capable ot enormon-s, of al- most unlimited expansion, and the ex- tent to which this can be carried ollt by attracting a permanent class of :agricultural immigrants, will be con- sidered by the Commission. Co-opera- tion among producers has been ad- vocated with consirerable persistency in (`allada. and has been realized to some extent, with success. A more general adoption of this principle will he encouraged ill conncetion with the work which is now being undertaken.
