For this any person can go to the hospital as often as he needs to. and can stay As LONG AS THE DOCTOR SAYS HE SHOULD. Hospital bills just can't pile up in Saskatchewan. "To those of you whom we will not be able to meet. we respect- fully suggest that you 11. eall our past records. Doctor Dougsn hasrhad as many years on the City Council as I have had. I think we are both well quali- fied to take before the Govern- ment any problem that our elect- ors may bring to our attention. "We can claim. in all modesty. that after twelve years' experi- ence, we know the needs of the Fifth District. The City Council is the best school that I know of. in which to learn the require- ments of the District we hope to represent in the next Government. Cites Civic Beoord "We have never made any rash or impossible promises. and do not intend to do so now. Con- ditions and situations ychange so rapidly that it is sometimes im- possible to keep promises, even given in the best of faith. How- ever. I think you will agree with me. that we have both tried to keep our City up-to-date in ev- ery respect. consistent with our limited revenue. I have been told that I was returned as Mayor of Charlottetown three times be- cause I was economical, or in other words 'scorrcr-1'. "It sometimes happens that a small minority will ask that cer- tain things be done. and I have always listened to these groups attentively, but at the same time, I have tried to do what the ma- jority wanted. This luau prover. very satisfactory in the past. and I believe that you will agree that. if the same procedure is followed in the Fifth District. after the lath we will obtain all the neces- sary services. through time. with- out increased taxation. We will budget each year for the things considered most important, after we have met with the Chairmen of all the polls in the District. "It has been said by Opposition speakers that the Island debt is excessive, but. ladies and genug. men. the Opposition argument doesn't hold water. because I have never read or heard that the. Opposition will eliminate any of the services now given by our G... nrnent. Indeed the vary on- poalte is promised by the Consor- vaiive Leader. l-le pledges him- self and his party to do new and wonderful things, all costing mon- ey, and at the same time reduce expenditure. 0 "You do not have to go in Col- lege to figure that this cannot be done. Taking a rabbit out of a hat can be done at a circus but it cannot be done in Government financing. I have already ad- mitted to being Scotch. in (act. I boast about it at times, but 1 am not ttlght'. However. I believe it good policy to spend no more than you have in the till. I run my own business that why. and that is the way the Doctor and 1 will run your business after the 20th. "We will endeavour to have our Government ear-mark so much money for this area. and as I said before. we will meet with the' people of the Royalty and City Council. and talk over our needs for the immediate future. At such meetings we can decide what we want done and to what use we will put our money. Acquainted With Needs "Doctor Dougan and myself know the City of Charlottetown ward by ward. We have also sc- quainied ourselves with the de- sires of the people in the Royal- ties. We have had experience in Civic financing. We know the cost and necessity of building highways. We are aware of the need of maintaining health incli- itles and good schools. We have had twelve years of administrat- ive experience, handling the af- fairs of upwards of twenty thous- and people. Are we not. there- fore, justified in believing that we will go to the Legislature fully equipped to represent you vigorously and effectively?
