Sir,—-You may remember, that on last Wed- nesday night, an alarm of tire was given, whic i but for the merciful inter sition of Providence, must have ended in a readful conllagration. I beg to enquire, thro'_ your useful columns, who are the present Fire Wardens, and Iiow have their duties been executed this season? have they exercised that strict vigilance which the law, I believe, imposes on them? or are they or some of them as is now commonly the case, ntlemen holding more important oliiccs or rat ier ofiices more lucrative in their nature, and who from motives best known to themselves, Illow their names to fill the Staff of Fire Wardens, without further troubling themselves with the important duties connected with‘ the ofiice! If such is the case, the sooner they pay the penalties which they have incurred, and surrender their trust into the hands of humbler persons, more willing and quite as competent to perform the duties, the better for all parties. A few years ago, the duties were rformed with a degree of efficiency comniendab o ;of late however (in reference to the district in which I reside) there is to be noticed a culpable neglect of dut , but which at present forbear to notice urther. _ Your obedient servant, Sxivrixiip. Tcmpora mutantur, with a witness. when the ofiicers of Government indulge freely at public meetings, and even on the floor of the Legisla- tive Chambers, in an uage w ic ' our younger days, would have caused the speaker to make a iuore speedy exit from both places, than was either agreeable or honorable. We had paused at giving insertion to the following for two reasons: first, from the desire of ab- staining as much as ossiblc, consistent with our duty to the public, from personal rellections on any member oftlie Government; and second- y, because the communication comes in the sliapo of an editorial. We are at all times, happy to receive original communications, but the editorial coltitnn is supposed to emanate froui ourselves, and as we are answerable for all that it contains, it must be reserved for the expression of our own sentiments. Mr. Moo- ney‘s speech in the House on Tuesday last ofa nature so totally o positc to what ought to have fallen from the ips of one of the Admi- nistration, that we liavc no hesitation in giving place to the following criticism upon his con- duct at the Mechanics‘ Institute. That an language, however gross, or conduct ltowcvcr iuipropcr, will have the elfcct of causing Mr. Mooney, or any other Member of the Adminis- tration, to resign his seat at the Council Board, is what we honestl confess we despair of. Were the will ot the Lieut. Governor unfet- tered, and were be free to do as be conceived just and ropcr, either as respects his Sovereign or himse f, language such as Mr. Mooney habi- - {H w tually indulges in, would not we believe, be tolerated, but such is not the case, and as Mr. Moonoy’s support is of too much consequence to his colleagues to permit them to interfere, he must, we sup ose, be permitted to outrage the feelings of tie well-disposed—in this case we trust theinajority—witli im uni . ' “In the debate which followed the lecture delivered by Mr. [lea Ilaviland on the 30th u t., upon “ ‘ iivalry, we understand that the Honorable Mr. Mooney made use of expressions of so ross a nature, in reference to our gallant army in the Crimea, that we as public jouriial- ists, in justice to our readers, cannot pass over witliottt making a few comments. That Mr. Mooney, in it public room, and at a public iuecting, had a right to address the assembly in common with every other person there pre- sent, we freely admit, provided he conlined himself to moderate language, using such ex- pressions only as would not olfcnd his ll(‘,fI.l‘Cl“I, but when, in the course of his speech, he designates our stilfcriiig but gallantcouiitryimu in the east. as a set of niiilniglit assassiiis.’ we think itis high time that such atrocious and insulting huiguage should at once he stopped. I‘o add to the insult olfcred by this erson to the community at large, lot it be remembered that the expressions used, came from the mouth of a rricmbrr of (he 1'.‘.rcim't'c, (lull (1 holder of qflicc in an Island belonging to the Queen of England, to whom he has sworn allegiance and support. 'I‘hat the expressions were used there cannot be the slightest doubt, they can be proved by dozens who were present, amongst others, one of the sons of Ilis Excellency the Lieutenant Governor, who we are told, was so disgusted at hearing such gross aspersions, that he imme- diately rose, and although a very oung man, there and then told Mr. Mooney he would not tl I ,3 without defending the brave men so crue I shindered, and rcproving the speaker. We be- lievc so gross an insult publicly offered to the British army, and to the Lieutenant Governor also, as the representative of the Queen of Great Britain, will not be silentl ssed over, and we should not be astonished to ear that the Lient. Governor had dispensed with his services in the Executive Council, over which His Excel- lency so ably presides. We have heard that Mr. Moone excuses himself by stating that he only used I: e words as ajal.-c, in order to re- long the discussion of the evening. but if t are be a British subject who would tamely submit to the insult so very furinily offered by this very witty erson, he is not worthy the name of Englis man." Aiioso the Government measures introduced this Session, is one for appointing Sheriflii. This Bill hasoriginated in some fancied—and only facied— idea that the Chiefdustice in giving in the list, has inclined to one rticular party in his nomi- nation, and hence t ierc has been at the Elections a great outcry against partisan Sheriffs, the. Now, we will ndiiiit that it may be a great evil to have an ollicer, many of whose duties require that he should cast aside all consideration of political feeling, an active rtizan on either side. But will the Bill now introduced remedy this? Will placing the choice of the Sherilfin the hands ol the Governor and Council tend to make him less a partisan’ Will he not more likely, be a mere subservient drndge, rea- dy to do the will of his masters, in the hopes of some future more lucrative prefernientl We are not of those who are so partial to old Ill'IllIIll- IN .- customs set aside, unless they are replaced by °Ih_e|’B. the necessity and utility of which are wuniversall conceded. Of the 'enants: Compensation Bill, we said enough on a previous occasion, when this Bill was before_the Legislature. It will have one effect, and it is this: No Landlord for the fu- ture, will suffer the rent to be in arrear; unless paid up at once, he will distrain, while a tenant as a sulhcicncy of stock, and so make sure 0 his r_ent. Harsh as such procedure may be, it _will in the end, benefit the tenant, who, know- ing that the rent must c paid,or his cattle sacriliced, will provide against such a contin- genrjy by the exertion of prudence and foresight. _ _\I e do not know what the Census Bill is like, it is one, however, the passage of which through the Legislature should not be hurried. 'l‘Iie Schedules should be ample and well digested. It is of the lirst importance, that the returns sht_itild be correct, and that they should coin- prise every species ofstatistical knowledge that can be now or hereafter useful. It is one of those measures to which both sides oftlie Ilouse should lend their aid, in order to have it as perfect as possible. COLONIAL LEGISLATURE. HOUSE or Assnatsnv, February 14. The Iloii.
