at intervals- of years. Brit
both strike at the very life' of the
state, and if the state is to be pre-
served both these evils miist be held
in check. Great and persistent efforts
have been made to promote the tem-
perance reform. Unfortunately, to
check the awful prevalence of bribery
or to educate t-he public mind to rea-
lise its wickedness and its danger
little has been attempted.
It seems idle to expect the political
parties as such to purge themselves of
this evil. The reform must be ef-
N fected among the eleciors themselves
