To this un- just mode of proceedieg Councillor Smith justly took exception, and requested the o.ber members of the Council to postpone the imetor the receiving of tenders tor i period of ten days, that justice might be done to the gentieman whose tender had been Opened, by ailowing him to put ina new tender, and at the same time to notify other gentlemen to renew their tenders, ruied in his movement for fair play and justice, and the lowest tender was accepted — which was not the intention of the notice calling for tenders, which expressiy de. clares that the City was not bound to re. ceive the lowest tender. As the City has secured the services of a competent En- gineer, it was the duty of the City Council to have requested Mr, Cox to inspect the Whsrtand draw up an estimate of what tne building of the improvements to the waarf would cost, so as they would have a correct basis of calculation to guide them in their decision as to which tender should bea accepted. Experienced men in whart building know bow to calculate on their work, and they consequenily tender at a figure for which the work can be done, and it is lo AUch Men that such contracts ought to be awarded. Had the City the report of their'engineer on the tabie at the meet- ing of the Councii, they would then be in a position tO correctly decide which tender to accept. Before the City would accept any tender I would suggest that they get the report of the City Eogineer and then award the contract to the tender that comes nearest to the estimate.
