DY HIS POLICY RESPECTING IRELAND. Lonpon, Aug. 15. Lord Salisbury made an important speech at the Lord Mayor's dinner last evening. In referring to lreland he said that it was the duty of the Government to devote its whole energies to free the loyal people from all constraint exercised upon them whether it came in the form of riot or took the more dangerous, insidious, sand effective form ot outrage and intimidation. He admitted the grave difficulty of the task and said, ‘‘we bear mandates from the people deciding finally and irrevocably a question which has for years wrecked the peace of Ireland. The question of an independent govern- ment in Ireland after thorough discussion by our most powerful statesmen, has been emphatically rejected by an enormous majority of the people of the Kingdom. | believe that our opponents will eventually admit that this is England’s final discussion of the question. It is our duty to restore in Ireland that social order, the loss of which is the only just cause of its discontent. I am convinced that in pursuing such a policy we shall find the strongest support of the people.” *'PTwas All on Account of Eliza.” CuatranooGa, Tenn., Aug. 13.
