I "Scene By Observer ' l In a recent issue of a widely read magazine there appeared an interesting little write-up about a. small town in Ohio. Few people outside its own borders had prob- ably ever heard of the place until a roving reporter suddenly discov- ered that it was unable to find a town clerk. What is more only fourteen men could be persuaded to run for seats in the Town Coun- cil. and there were exactly four- teen to be filled. It would not take much searching to find towns in the same predicament here and there across Canada and, perhaps, even In our own little Province. It is not a good sign in any democratic country; but there are plenty of reasons for it. the chief one, being a widespread feeling of acorn for political office holders generally. The fact seems to be that the science oi politics in our day has fallen on hard times and the word "politician" in disrepute. so much so that it is getting to be quite a problem to persuade the most cap- able and gifted men in a town or Province to take up public service as a vocation. For capable and gifted men are -usually sensitive to abuse and calumny. and they can expect plenty of both as soon as they renounce their privacy and assume public duties and. the smaller the unit of administration. the more pronounced adverse. carping. criticism seems to be. A Place for Criticism There is a place. of course. for public criticism of the politicians. No democracy could function with- out it. It acts as a check on arbit- rary power which. otherwlsemllzht very well get out of hand. But when criticism is permitted to run wild and becomes unreasonable, in- stumbling block to good and wise gnvemment. There is In all this the seed of political catastrophe for. if flood and capable men are kept out of political life by fear of unjust criticism. the other kind of men are bound to get into it. since the adventurer who is simply cut for what he can get is seldom afraid of abuse. The same can be said of some ieally. good men but not by any- rreans in the same lproportlon. These will take well meant criti- clam and profit by it, but they simply will not stand for slander and abuse, and who can blame them? printed report about the little town in Ohio. I have never been a politician and I do not hope to be one. but I believe an impartial and com- prehensivs survey, if one could be undertaken, would show that. on the whole. with some infamous exceptions. government officials qwhether municipal. provincial. or redcral) and politicians in general could hold their own with respect to problty. ability, and conscient- ious devotion to duty with any other professional or seml-profes- sional group. and, mind you. they have it lot to contend with, Temptation to wrong doing con- fronts them at every turn. Now and then. of course. you come across one who has betrayed the confidence entrusted to him by the people. but there is no department in human relations where that does not sometimes happen. It is certainly not peculiar to politic- ians. , Second Place To None According to what one hears from time to time fe.g.): (a) "so and so is the worst rnemb we ever had". (bl "The politicians are all alike. They are all in it for what they can get out of it". (c) "Nothing is this district". (d) "All they know is how to waste money". But its recordy of government has been. on Q11: whole good and honourable with few. if any, serious acts of delinq- uency. There has been some un- wise. imprudent lctzlslatlon but. where this has happened it has been demanded by the electorate. Politically, we are very far from maturity. and we have much to learn before we can hope to make our form of government in prac- tice what it has always been ideal- ly, the safest. most satisfying method of cementing a community tosether in freedom under law.
