OTTAWA (CP) An unemploy- ment relief bill Wednesday was in- troduced in the Commons by Wel- fare Minister Martin. Under terms of the legislation, worked out with six provinces in all meetings, the federal govern- ment will pay up to so per cent of relief costs paid out by the provinces and municipalities to needy unemployed. The federal assistance will ap- ply only after unemployment in a province has risen above .45 per cent of the province's total popu- lation. The legislation covers those not now covered by such welfare measu as as unemployment insur. ST. The three are suspects in a recent theft and an attempted break. Mr. Rogers, who is geological officer for the Provincial Govern- ment, stated that the owner of land on which oil is found receives a four per cent royalty while the Government receives eight per cent. These payments are devoid of any expense. The company looks after all the expenses and collected the lid per cent. Mr. Roilfie said he would like to point out that in some of the oil wells operating in Canada today, when the expenses are taken out. the company actually receives less than those receiving the royalties. If further investiga- tion ”should create doubt as to the possibility of employing elec- trocution in this manner then the committee considers it would be preferable to Iubatltute the gas chamber as the method of exec- ution." The commltte made no specific recommendation as to what form electrocution should take. How- ever, the experts told it that elec- trocution need not be carried out In an electric chair and that sim- pler and less repulsive facilities could be used.
