TUESDAY MUHNIBG, FEBRUARY 18.1008. _ _ t I TAKING ova1i,'ri-in nnaucnas. \_..._.. Hon. Mr. Einmerson's argument in Parliament in favor of the Govern- ment taking over the brunch _lines in connection with the Intercoloniul is u strong and well-reasoned pre- sentation of the case. The tabular statement introduced in his speech shows that there are four of these brunch lines in Quebec, makin: six hundred and eighty-one miles; thir- teen branches in New Brunswick with a total length of four hundred and Bfty-six miles and ten branches in Nova Scotia of seven hundred and fifty-three miles. These making a grand total of some one thousand eight hundred and ninety miles, or considerably more than the length of the lntercolonial itself, so thut if the branch liiies were acquired the mileage of the Government Railway system would be more than doubled. Most of these' branch lines have been aided by Dominion, provincial and municipal subsidies. The total oi Dominion subsidies paid them was six million seven hundred and fifty- two thousand eight hundred and forty-four dollars, and with the pro- vincial and municipal subsidies add- ed makes a total of over twelve million dollars. The taking over oi these lines is presented as ii business proposition. It has been the policy of the great trunk systems in Can- ada, the Grand Trunk,Canadinn Paci- fic and Canadian Northern, to nc- quire by lease or purchase as many of the branch lines connecting with their systems as they could, und they operate these lines together with their niuin lines ns one system. It would appear that what is good for one of thc great company sys- tems ought to he good for thc Inter. colonial in the same way and some years ugo the taking over was begun by the Intercoloniul acquiring thc company line from Cha- tham . to Fredericton, u line one hundred rind ten miles in length, An entire system can be operated tercolonial to the great lakee. and ultimately to prairie country, also advocated by Mr. Emmerson, would ‘settle once and forever any question lof selling out the Intercoloniul to a gcompnny. We bel@ve the people of the Maritime Provinces very general- ly favor the retention of Govern. lment control and management oi the existing system, as a check upon the big company systems, and no doubt ,they also would view with an open ,mind the acquisition of the branch roads. ' AERIAL FLIGHT. Balloons are more than a hundred years old. So are kites. The princi- ples by which they ascend and re- main in air are well known to al- most everybody. Comparatively re- cent improvements are to supply mo- tive power to balloons to drive them from place to plnce and steering gear to make them dirigihle or direct- uble. But there is a wide difference between the dirigible balloon, _ the kite and the aeroplane or flying ma- chine proper. The balloon must have its gas-bag; the kite must have its string, but the aeroplane supports itself on und in the air like a bird, unconnected with support from above or with the earth below. _ . The best on record took place not! very long ago in France when Henry Farnham public- ly won a prlle of $10,000 for success- ful night. The conditions required were that he should ily half a kilo- meter, (one third ofa mile) then turn a goal and return to the start- lns' Point without touching ground. He did this successfully, covering in his oval course full three quarters of a mile, and has since made a circular night three times as long, or, con- siderably over two miles. A bird that couldsonr in the air as far _ae that would surely be credited with the power of flight. . Farnham’s /aeroplane is driven by a propeller like that of is steamshlp, except that the blades are long and broad, and these are set in motion by a light. but powerful engine. It resembles neither the balloon, the kite nor the bird in appearance. Its motion is described by an observer as a flight through the air in long rising and falling curves, as the mo- tor varies its power, and graceful be- yoil~d‘ri1e§s'iTreT*It'is-the_c°oT1'quest of the 'air.\Once man can thus fly half a mile, or two miles we may rest as- lsured he will yet Dy n hundred miles, perhaps a thousand without allghting and it may even be that in the time ol men now living the Atlantic will be crossed by some adventurer thus "upborne by indefatigable wings" a- `bove its vast expense. So the pow- :re of man increase and the world moves on. ATTORNEY GENERAL PALMER. The appointment of Mr. Palmer K. with general favor within the Libe- ral party and with fair-minded men outside. He has unrloubted legal at- Lalnmenfs-nhd-hKgh_;haracter irad- dition to a good measure of personal popularity. Although not nt pres- ent holding a sent in the Legisla- ture a sent will no doubt be found either at a by-election or at the zeneral election which is near at Hand. Party policy might have in- dicated the propriety of an immedi- ate appeal to the people before the meeting of the Legislature and so have found a seat for the new min- ister and disposed of some existing vacancies in the representation. Such a course. could have been fairly justiiied*in view of the forma- tion of a new Administration which dillers materially from that which it succeeds. We ure not informed whether or not further changes are to be made in its personnel. But an inppeal to the people might have been objected to by the Opposition on the ground that there should be a full accounting made as to financi- al conditions before appealing to the electorate. Premier Haszard has ,taken the holder course. whether from the purely party stand-point it be the wiser one or not and the ,political courage exhibited is li. qual- ity that will appeal with some force to the country. How the accounting will turn out remains to be seen. In the meantime The Guardian extends congratulations to Attorney Gene- ral Palmer on attaining deserved promotion. - l \ AS A RESULL OF THE UNIVERSAL .-YSTEM OF BHORTHAND-the syslei. i-ed by REPORTERS and EXPERTS he CllARi.0'l`TE'l‘0WN BUSlNEb‘ l0LhEGE ls :il-re la supply from its clas~~ -~ VERBATIM REPORTIZRS for meri- ings and conventions. Manitoba which six or seven years ago had a prohibitory liquor law and repealed it is now stiflening up its license law in several ways. The Government bill now before the Leg- islature provides for the repeal of the clause requiring a three fifths vote to enable n municipality to re- fuse licenses. Herealter, if the new law passes, a majority vote will govern. Provision is also made that in case of those frequently convicted of drunkenness the convlcting mag- istrate may in his discretion sen- tence the oilender to a full year's im- prlsonment or less. =...=- Your Duty is to be Well.
