Drastic suggestions are made for dealing with the packer found guilty of trafficking in illegally caught lobsters, berricd lobsters or undersized lobsters and for non-ob- servance, of the legal season. Fisheries Education A strong recommendation that adequate assistance - be authorised , for fisheries education in the Marl- tlme Provinces, is made in that sec- tion of the report devoted fondue!- tion. The commissioners suggest that details with respect to this instruction should be arranged by the department in conference with the provincial department of edu- cation when deemed necessary. While stating that it is not their function to suggest the nstureof these details, . the commissioners point to the method now followed by the department of agriculture. as indicative .of what might be dmj. - The report draws attention to the . fact that there was general - emphasls laid on the necessity for‘ technical {education and instruc- tion by the fishermen themselves. The Modus Vivendl The report does not recommend the restoration of the modus vlvendi privileges, which ‘were discontinued in 1924, at present. Those permit ‘ American fishing essels to enter Canadian ports for bait and sup- plies, etc. The commission points out. how- ever, that Canadian fishing vessel's as such are not entitled to any priv- ileges in the ports of the U. S. A. It draws attention to the fact that opponents of the restoration of the modus vivendi say that Canada should not aid United States fish- ing vessels, unless the U. S. A. is willing to grant similar privileges to Canadian vessels, or a more fav- orable tariff on fish products. Numerous requests received for thc construction of harbors and breakwatcrs have been laid before the department of the commission. It emphasizes the need for a fish- eries intelligence branch of the department which will disseminate reliable and regular information among the fishermen and others with respect to production of fish, markets. etc. ‘ Accurate statistics should be com- piled so as to be available when re- quired, also thc reportadvises thc appointment of an officer, whose title might bc “director of fisheries . Atlantic division," to have general . lpcrvision over the various fisher- 10S services in thc Maritimcs. Sicps for tlic rehabilitation of the oyster fisheries are recommended. An immediate survey of Maritime Province waters should be under- taken to ascertain cases of de- pletion and to devise means for re- storing depleted areas. as well. as to create new areas. - The commission advised that “careful consideration and enquiry would be necessary" by acceding lo .the request that Newfoundland fish entering Canada be made dutiable. Co-opemtion Necessary Payment of a bounty onvdogfish is not recommended. The need for cooperation among fishermen is em- pl asized strongly in the report. Co- operation is “absolutely and im- mediately essential “if the shore fishing industry is to succeed. The commissioners recommended department assistance to the es- tablishment of cooperative organ- izations of fishermen and adiligd the appointment by the » federal government, of an organizer to in- itiate and complete this work. They go at some length into the great value of cooperative effort in res- pect to marketing the product, sett- ing prices which will be reasonable alike for producer and consumer.
