THE LEGISLATURE. The opening of the Legislature yester- day had several unusual features. His Honor, Lieutenant Governor McIntyre for the first time discharged his official duty in that connection in ii manner that left nothing tobe desired and was specially honored at the con- clusion of his reading by having the National Anthem sung and three cheers accorded him within the chamber. The Speech from the throne, which appears elsewhere in to - day's Guannilain gives prominence to a recital of things to measures promised. But the thefpolicy of the Government to have the resignation _of Mr. Wise first brought to The Opposition with two new members in waiting, naturally desired their speedy admission. It ended ”by the resignation being read, though the Opposition were not gratified by hearing the date of it an- nounced. This would seem to be a matter which the House has a right to know. After the returns for the Belfast and Murray Harbor districts were read and introduced, there was applause and laughter as Mr. Wise, whose resig- nation had been read entered the chamber and seated himself. The specta- tors apparently expected a scene and perhaps an ejection, but nothing of the kind occurred. Finally on a. motion of Mr. Shaw, seconded by Mr. McDonald, for the reading of the returns from the Prince by-elec-tionf()Ir. Piiieuu`s) the House came to ii division in which Mr. \‘\`ise stood up to vote with the Opposition, This was the climax which resulted in the stand- ing order being moved and all spectators including the press representatives, being excluded. The House continued to sit with closed doors until six o`clock when the Speaker announced an adjournment until this afternoon at three o`clock. As matters now stand the immediate bone of contention is whether or not Mr. wise shall be permitted to sit and vote. The ministerial contention is that he has no right in the House, having leg-ally ex- cluded himself by his voluntary resigna- tion. The Opposition contention is that his resignation had not been made legally complete down to the time when he signi- fied his intention toresume his seat. ?Lf lie be permitted to vote, and Mr. Pineau does- will have a voting majority.
