The result is that there are now in ,these in- ,stitntions some ($00 insane, idiotic or ‘ epileptic persons, in addition to about 400 receiving treatment at Mount Hope. This , makes the rather astonishing total of 1,000 persons of unsound mind in Nova Scotia. Dr. Sinclair, we are told, visited last year and the year before, all the county institutions in which insane paupeis are cared for and in the glimpses given by the Presbyterian l/Vitness of his report we are quite astonished at the conditions exist- ing, Here is an extract : “As a rule, to which, happily, there are a few exceptions, these institutions must be regarded as somewhat of a disgrace to the State. 'l`he Supcrintendcnts are farmers, and have the care of the farm on 1 which the house is situated, and have no special qualifications as custodians of the insane; and, asa consequence of the al- most total lack of attendants in the alms- houses, it is the rule to employ the most primitive modes of mechanical restraint. Handcuffs, fetters and muffs are freely used, and in one instance the Secretary saw a negro imbecile, with an iron ring around his foot, chained to a. tree. Very naturally the superintendent of an alms- house is unwilling to leave a nianiacal patient unrestrained and go to some dis- tant part of the farm. So long as acute or violent eases are sent to, or retained in a county institution, just so long will mechanical restraints be employed." _ The \Vitness further says: -Dr. Sinclair gives some hideous pictures, and adds: “I tell you w e have come perilously near furnising duplicates of such pictures oi man`s inhumanity to man I" This implies that there have been other and further revelations than those above quoted. THE- » GUARDIAN was not heretofore aware that such neglects and cruelties toward the insane were perpetrated or permitted in clair puts the case very mildly, when he says that the county care of the insane in Nova Scotia “must be regarded as some- what of a. disgrace tothe State."
