THF TELEGRAPH SERVICE- ‘ Atout the time that Mr. T. C. James wrote to one of our city papers anent the “lin.1ncialresults" of telegraph service in P. E. Island a similar letter appeared in the Montreal Herald over the signature of a Mr. \‘Vaycotte, who describes himself as llilanager of the Anglo-American Tele- *graph Company. Thus, after the same ‘manner as the great powers of Europe when they desire to be particularly im- pressive or aggressive, the Anglo Ameri- can managers have issued what iutliplom- acy is known as au "identical notc.”_ Mr.\Vaycotte, whose attitude toward the puE>lic'wouid be bet-ter understood by the term Boycott, proceeds to give what he calls " tlzc facts of the cxisc," His so cr.lle»;l “facts” lack the essential element of truth, as we shall show. His first "fact" is that the Angrlo-3t\.ncrican Tele- grapli Company “has received no commu- nic>1'i-Jn from the Ctnatiiati or Prince Ed- ward Island Governments on thc subject." [le admits however that they have ex- changed some letters with Sir LouisDavies. knowledge as his company in enterprise, has not yet been informed that Sir Louis Divies is a. prominent member of the Gov- ernment of Canada and represents Prince Edward Island in that body. Every school boy in Canada knows this as a fact, If Mr.\Vnycotte doesnot know it he is de- plorably ignorant. If he does know it then his first so-called fact is nothing more than a conternptible quibble. His next so-called fact is that his cous- pany has always been ready to extend the service and reduce the rates on payment of the extra cost and on receiving a guarantee against loss. This we have 'f already discussed. There is no telegraph, railway, or commercial, or business enter- prise that could hope for good financial returns if conducted in the manner in which the Island telegraph service has been managed. The manager here has been content that the Company shall receive a fat Government subsidy and give the people the scantest possible accommodation. Those familiar with the modern telegraph service of the Canadian Mainland or of the Ifnittd States know that thefservice furnished by the Anglo-American Company to the people of Prince E-iward Island is no more like what other American and Canadiancotnmunities enjoy than chalk is like cheese. How then can financial results be expected ? Another of Mr. W'ayco‘.te`s facts, and this is a fact,is that there is little revenue from the telegraph lines on the Island. The obvious reason for this is that these lines touch but a. small portion of the Island and are in competition with a telephone system that covers more points, seeks to please its patrons and furnishes them vastly greater facilities for com- munication at lower rates than the Anglo-American lines. The concluding number of Mr. Waycottc‘s facts, is the audacious state- ment that “No towns in Canada, the United States or Great Britain with the population of the to-wns in Prince lidward Island, have a. night service, and even the suburbs of London with a population of a quarter of a million have no all-night service." The iirst part- of this statement is simply and notoriously untrue. There are scores of towns and villages in Canada smaller than Suulmersicle where the tclegraph otiiccs are open to business either all night or until a late hour in the evening. As to the suburbs of London, the fact that in some almost purely residential districts the telcgrapli oflices are closed for an hour or two in the small hours of thc morning is unimportrnt. All these districts have telephone connection with telegraph ollioes that are open all night, and thus have facilities for sending or receiving messages to and from any part of the world at any hour of the twenty-four. I Mr. Waycotte‘s letter when read by persons who do not know the condibicn of I the telegraph service in Prince Edward Island is calculated to produce an impression in every respect far from the truth and in many respects the direct contrary of the truth.
