JULY s. 1m Important Addresses As noted itt the advertising columns, an im- portant meeting takes place at 9 o’clock this eve- ning in the B. .l. S. hall on Grafton Street. The speaker will be Mr. Peter D. .\'IcArthur, Presi- dent of the Dominion Progressive Conservative Association and former President of the Dairy Farmers 0f Canada. Mr. McArthur has been associated with the dairy industry for many years, and his message to the farmers of Prince Edward Island this evening should prove of inltch value and interest. The meeting is open to the public and il is hoped that a large repre- sentation, especially front rural areas, \\'ill be in Itendance. Another important meeting takes place at Suntntcrsitle this aftcrtititin, ivhen a catiditlzite lo contest Prince County in thc-next Federal election will be selected at a Progressive Coll- uervativs convention. 1t is hoped that Mr. .\lc- Arthur will also be heard at this meeting. Senator Robertson, Prt-sirlcilt of thc Nat- ional Liberal Assticizitioit. is also scheduled to speak at l nicctiitg of the II st Prince Liberal Association at Suiiinicrside this evening. The Senator is a distiiigiiislictl parliamentarian and s welcome visitor to this hospitable Province, both on his oivn account and in view of the ini- portailt office he holds. The task‘ of this body would bc to consider the problctii of social welfare in its entirety as a uatiottzil problem, and not as all exigency of party politics: The stliiniitiiiiiig of qualified persons nonlin- ated by thc Provinces to confer with thc cont- mission of enquiry set tip by Parliament; The freeing of financial assistance in thc way of public health grants to Provincial Gov- ernments from thc unworkable insurance sec- tions of the tiroptiscd National Ilcaltli and Ill- sltrance Act, and inzilcing them immediately avail~ able to the Provincial Litivcrnritetits; Extension of grants front the Dontinion- Provincial welfare fund to each province in accordance with its iiccds so that it may enlltrgc its hospital facilitics, iiursitig scrviccs altd clin- ics in urban, rural and hinterland areas; also the sharing with the provinces by the Dominion Gov- ernment of the lturdctl of new capital expendi- E naval vessels in preference to life boats and wooden rafts. One of its chief advantages is that it is so well eompirtmented that it can be practically-shot to pieces and still retain enough buoyancy to keep survivors afloat. Another is the fact that it can be released quickly from -a sinking vessel — a factor which is further aug- mented by the new automatic release device. If the crew have time to fall in at “abandon ship" stations, the floats can be released by hand. If the ship sinks in a matter of seconds, as many have done, the floats are released by the pres- sure of the water and rise to the surface. Another device which is being produced-for installation on Carley floats is s. six-by-four- feet sheet of fabric which can be adapted for use as a sail, shelter from the sun, for the col- lection of rain water for drinking and, by being camouflaged on one side and signal-bright on the other, used either to conceal the raft from the enemy or to attract thc attention of rescuers. Premier Godbout Cautious Premier Godbout has asked the people of Quebec to vote ori provincial issues only at the general election on August 8. He doesn't want to have Dominion issues mixed up in the vot- ing, notwithstanding the fact that half a dozen Federal ministers are preparing to take part in the campaign. Mr. Godhoitt would probably pre- fer t0 have thclil kccp away. Thisgis a far cry from the time when Liberal provincial governments used to appeal on the basis of "keeping in line" with Ottawa. As the Saskatchewan provincial election was fought on Dotttiiiioii issues with provincial matters beiitg| relegated to the background, it is easy to under- stand Mr. Godboufs anxiety not to try his luck with Federal issues in Quebec. The Saskatche- wan result was a landslide against the Patter- soii-Gartlincr combine, and .\[r. Godbottt is not going to risk a similar fate if he can help it. EDITORIAL NOT lzS ...
