All former, beneficial activities were continued with gratifying success, particularly Dairying and School Fairs. - I New and commendable phases of work included the holding of a Demonstration Live Stock Train, also the campaign resulting in the acceptance of the Province as a restricted area, and the assistance given the Health of Animals Branch in making it possible to carry out so quickly and effectively the testing for Bovine Tuberculosis of every herd in the Province. A beginning was made to test the possibilities of the canning of beans, and to learn if the Prov- ince is adaptable for the cultivation of blue‘- berries and cranberries. It will be the policy of the Department to investigate further this work and, if found to be practicable, to assist in the development. The Federal Grant for Technical Education which is operated through the Department of of Agriculture was, by arrangement with the Technical Director, applied in the widest measure possible and work of great value to the Province has been initiated. It is gratifying to note that the percentage of attendance of pupils in the schools last year attained its highest record, and that owing to a surplus of teachers all the schools in the Pro- vince are now in operation, and- the proportion of high grade teachers is steadily increasing. The opening of Night Schools and provid- ing of Short Courses in various technical sub- jects, with the assistance of the Federal Grant for Technical Education, have met with a splendid response and very gratifying results. . In accordance with the terms of the Canada Highways Act, the Department of Public lVork-s continued its programme of road improvement. Some new projects were begun and some old ones continued; but the largest expenditure W215 made in replacing worn-out \VO0(I€l‘l bridges and culverts with structures of concrete and steel, 237 of such bridges being rebuilt of these more permanent materials. Considerable gravelling of roads was done in those sections which were found incapable of supporting the trafiic. and it is proposed that this work will be continued during the coming year. Owing to the fact that the share of this Province In the Dominion High- way Grant is now almost exhausted, the expendi- ture for improved highway construction mustbc curtailed. - l/Vith a view to e establishment of continued maintenance of the‘: ‘rnproved Highways a patrol system was organized. Sections of approximate‘ ly 25 miles were assigned t0 a patrolman and assistant who devoted their full time to" its maln- tenance and upkeep. It is planned to extend this patrol system of maintenance with such mo-Ii- ficatiou as experience suggests. The secondary highways of the Province were well maintained throughout the year, the work of the roadmasters being supervised by a road commissioner.appointed for each County and supplemented by a power road machine. The difiiculiy of carrying on road machine work during seeding operations when it is particularly effective has been to some extent overcome by the pumhasc of three of these machines which rc- quirc the services of only one operator each and can be kept continuously in service. I note that negotiations are practically completed between the Government of Canada and the Government of the Western Provinces for the transfer to the latter of their natural re- sources. Having in mind that a readjustment of the subsidies paid by the Federal and Provincial Governments must inevitably follow, my Gov- ernment, in conjunction with the Governments of Nova Scotia and New Brunswick, is preparing to present and press the claims of this Province for further and fairer consideration in that rc- ard, g Among the measures to be submitted for your consideration will be an Act providing for compulsory labour of prisoners confined in our jails as well as amendments to a number of existing statutes. ‘ The annual reports of the various Depart- ' ments of the Government will be presented to the House in due course. The Public Accounts for the last fiscal year will be placed before you. and the estimates of expenditures for the current fiscal year will be submitted for your considera- tion. In conclusion I desire to commend to your camest attention the legislation to be submitted for your consideration, and I trust that your de- liberations will be Divincly guided towards the welfare and happiness of our "people and the Province you represent.
