No observer of the drift of events in the
two Great Anglo-Saxon countries can bs
oblivious ot the fact that both countries
are becoming moreand more imperialistic.
In Britain the Conservative party has
long stood for what might be called the
irnperialistic idea. The Liberal party un-
der Gladstone and while he lived, stood ln
afgeneral way opposed to furtherllexten-
Nsion of the Imperial domain, and in favor
of the broad principle of the “consent of
the governed." The Boer states were
,given their independence; Gordon was
left to perish in Khartoum; the country
was committed io withdrawal from
Egypt, and Home Rule for ireland *was
advocated.
British Liberals came to grief. The
great party was disrupted; the Liberal
Unionist party was formed, and eventual-
ly was driven into fusion with the .Conser-
vatives. Today Home Rule finds less sup-
port them at any time in fifteen years
past. Even what remains of the Liberal
party is hopelessly divided on that ques-
tion, and-also divided on a policy for
South Africa. A section of-the party still
favors giving the Boers their indepen-
dence. The Conservative party is a unit
and many leading Liberals are also in fa-
vor of the established policy of conquering
p . .
In other words the Gladstonian policy
is discredited at home and abroad, Home
Rule is not now entertained. We stay in
Egypt, have conquered the Soudan, 'and
the imperialistic policy which in 1877 pro-
claimed the Queen Empress of India is
every where dominant. `
The like change has come overthepublic
policy of the United States. The war
with Spain gave the Republic large insu-
lar possessions beyond the seas. The cry
of “imperialism” was raised and a larg=
secticn of the population, mainly under
Democratic leadership, opposed expansion
ofthe national domain and claimed that
the new possessions should be given their
independence. But this advocacy has not
availed against the strong trend of public
sentiment. The doctrine, “What _we have
we hold" _is not less popular in the States
than in the Mother Land. S0 itcomes
that many millions beyond the

imperialism, no doubt, and the term is
distasteful to democratic ears, but it is
vain to protest. `
