If any one looked back on the history of Ireland and saw the Government remove the grievances from which Ireland suffered it would be a piece of impudence for them to pass such a reso- iution. Ireland could be placed in the: pvsition of Canada without causing dis- vaemverment of the Empire. He did not understand what the mover meant by Home Rule. He understood the Home Rule of Redmond, which was also the Home Rule of McCarthy, but no one yet knew what kind of Home Rule Giadstone Lashiged to give to Ireland. He was against the resolution and would not pass anything which would be an insult to Lord Sualis- bury. Were we going to insult Lord Salis- bury, who had se carefully lovked after Canadian affairs? Ireland was not uare- presented in the British Parliament. There waa 4 strong and able representation there from Ireland. He said that Balfour was the best secretary that Ireland ever had, and believing that the Parliament had | made a mistake in 1882 and again in 1886 jand 1887 in passing such resolutions he } would move in amendment to the amend- {ment,— That all after “that” in the motion be struck out and the following be substituted in- stead taereof: ‘‘Tnat this House is of opinion that it ought not to interfere in questions not within its oe save only in matters of exceptions! and extraordinary character; that the question of home rule in Ireland, being one in which the great political parties in Great Britain and Ireland are divided, is a matter on which it would be inadvisable for this House to take sides; that regard being jhad to the peace and prosperity which now jexist in Ireland owing to the wise and firm Jadministration of the law, beneficial changes | which have been made in the agrarian laws |and the material aid which has been afforded to the impoverished portions of the kingdom, this House has reason to doubt the wisdom of the course adopted by it in the years 1882 and 1886 in otuinase advise the Imperial Parlia- ment as to the course it should take with home rule for that portion of the United It had been arranged, I have been told, that the Ministers should take no part in the debate, leaving the discussion perfectly free to both sides, and themselves at liberty to vote as they pleased. But Hon. Johu Costigan could not stand it. He got his {rsh up and when McCarthy sat down he took the fluor and spoke as follows. I had never heard Mr. Costigan make a speech before. I had heard him speak in the House on matters connected with his Department, but I had never seen him aroused, As six o'clock was approaching his remarks were necessarily short, but they were pointed and sincere. There was no clap-trap in his speech, no playing the role of a demagogue, no appeal to the jtalleries, for the galleries were largely against him. At least that Catholic ma- jority have never proclaimed openly that they would rebel against the decision of the Parliament of the country. There is just one more point to which I want to call the attention of the House. My hon. friend from West York (Mr Wallace) states that while we have been pleading for Home Rule and the sympathy of this Parliament has gone out in favor,of it, not a tittle of evidence has been given toshow that Ire- land has ever been misgoverned. Why, it is the admission of all governments, Liber- al and Conservative alike, that Ireland has been misgoverned for centuries, and it is the fact that both political parties in the old country have been endeavoring to afford a remedy for these evils of late years. My hon. friend drew a contvast between this discussion and that which took place in this House before, and said how tame were the speeches of the mover and seconder of this resolution, compared with the speeches of the hon. member for Bruce and others when this matter was up before. I think the member for Montreal Centre (Mr Cur- ran) must have satisfied the hon. gentle- man, but, if there is any lack of eloquence in this House to defend this measure, I can assure the hon. gentleman that the same feeling, the same hope and the same _ long- ing throughout this country remain as firm as ever and in fact are increased today. I have nothing further to say but that, this motion being before the House, 1 am wed- ded toa principle which commands my best and deepest sympathies, and wherever aud whenever I am called upon to speak, I speak as a Home Ruler. When Mr. Costigan concluded it wanted only three minutes to six ocluck. Mr. Fraser, of Guysboro, who had twice failed to catch the Speaker’s eye, succeeded bet- ter on the third attempt, and had only time to oe sympathy with the motion when the Speaker left the chair. It is not probable that the motion will be reached again this Session. Ourran’s and Costigan’s speeches have created quite a sensation.
