In this act the person being ` presented kneels three times and touches the ground with the forehead three times after each kneeling. In making amends for the murder of the German Minister at Pekin committed during the Boxeroutrugcs it has been stipulated that the Chinesehlinister at Berlin shall present the apology of his government with the same reverence that he makes before the Emperor of China. This the Chinese Minister refusesto do. He will not kowtow to the Kaiser and the Kaiser will be Satisfied with nothing less. The Chinese Minister may or may not have been forbidden by his imperial master to perform the kowtow to the Emperor of hermany. Whether forbidden or not he knows very well that this act of reverence is regarded with superstitious awe in Ch-ina, and his head might be taken oifon his return if he had so unwarrantably abused himself. On the other hand the German Emperor knows the importance of insisting. The dipolomatic world world awaits the out- come with amused interest. The re- presentatives of European countries at the Chinese court have always refused the kowtow on the ground that it was debasing. This fact makes it harder for the Chinese Minister at Berlin to get down on his knees and nine times place his forehead in the dust before the Kaiser. It is thought that after a time the grovelling ceremony may be waived and diplomatic inter be course resumed. At present the question of the kowtow stands in the way. 1-im It has now been definitely settled that the Columbia will be the defender of the America Cup against the Shamrock II .It was the Columbia which beat the old Shamrock in 1899. The American schools in the Philippines will teach the English lan- guage, and the inference is that the Spanish language will eventually cease in that country. In Per-to Rico, we are toldy English will slowly supplant the Spanish as it has supplanted French in Louisiana The American journal which makes the announcement of the one language system points out the inconveniences which have resulted in British colonies from the tolerance of native languages. In Malta Italian is still the oilicial lan guage;Cyprus speaks Greek and Maurltiu French. In Quebec French is still an odicial language along with English. In India English is only spoken by the English themselvesand their immediate dependents. All of which goes to show that our American cousins are much less tolerantin the matter of language than Britain has been.
