Seeds including Carter's C0, Limited Faces Deficit TREASURER OI‘ AUSTRALIA AT TIME 0F FINANCIAL STRESS. MR THEODORE PLANS BIG ISSUE OI‘ FIDUCIARY NOTES Hon. Ildward Granville Theodore has played an important part in the later acts of the Australian drama. Formerly premier of the state of Queensland, he entered the Com- monwealth political arena in 1927. When the Labor Party was returned to power under Prime Minister James Scullln in October, 1939, Mr. Theodore entered the Common- wealth Cobinet as treasurer and deputy minister. But echoes of the days in Qlleens- land came to embarrass Mr. Theo- dore. He was eventually forced to resign the trcaouroship. when the present Queensland Government commenced civil action against him to recover damages. A royal com- misolon had declared that "fraud and dishonesty" entered into the pur- chase of the Munsana coal mines by the former Theodore government. Mr. Theodore stoutly denied the charges. But after the 1930 Imperial 0on- ference, when the prime minister re- turned to find things politically and financially in a worse muddle than before, he took Mr. Theodore back into the cabinet. Mr. Theodores services ‘were too valuable to lose in a time of crisis, the prime minister asserted. So Mr. Theodore went back and the action cost the prime minister two of his right wing lieu- tenants, l-fon. J. A. Lyons and Hon. James Fenton, while the Opposition never became reconciled to Mr. Theodorcb re-entry and some stormy scenes followed the house of rep- resentatives. In any event, Mr. Theodore came back ma. office m December. mo, at a most critical period. Besides the government's own difficulties, with 811 insurmountable budget de- ficit, a. heavy adverse trade balance to be corrected by drastic customs chmges, and a strong Opposition in parliament, there was trouble with the new extremist administration of New South Wales, led by the radical Hon. J. T. Lang. On April 1, the UOIIIMOHWcultII treasurer was forced to shoulder payment of more than $3,000,000 duo in London as interest payments to holders of N. S. W. bonds.‘ Mrfllhcodore is credited with be- lng _ the originator of the Labor Governmentb main hope for finding s. way out of the present crisis-the issue of‘ $90,000,000 ln fiduciary currency. It was planned to devote two-thirds of this sum, in regular monthly instalments, for works to relieve unemployment, the remain- ing $30,000,000 to be earmarked for wheat bonuses and relief to farmers generally. Mr. Theodore battled strongly for tho measure but it was termed by the government's oppon- onto-including Mr. Lyons-as "ln- flation of the worst kind.“ who de- clared they were prepared to make it an issue in a general election. They counted on its defeat by the Senate, and Prime Minister Scullin declared if that happened the gov- ernment would ask for double dissolution-the Australian ‘Senate being elective-and go to the people on the issue. Mr. Theodore had cx- plained the whole amount might never be needed; that only so much as was essential would be released st a time. Mr. Theodore was born st Port Adelaide, soufi Austrolia,_ in 1804. the second son of the late Basil Theodore. He was educated in the Peninsular Public School and at the age of 26 was elected a member of the Queensland legislature, in which ho . ‘ state treasurer and minister of works in 1015, loader of the stats Labor Party in 1010 and at the same time assumed the premiership. Mr. Theodore was premier of ;Queonsland until his retirement in ‘I025. Some of his oocialistlo measures corned hlln the nickname "Red Tod" Theodore, but he accom- plished a lot of useful work. He visited Erlgland and the United States on behalf of his state in 1020 and 1004, and on the latter visit to England ho successfully floated pub- llc loans aggregating more than t105,0000,000, tho funds being chiefly required to moot maturing oblig- stlono. Unsuccessful in an attampt to enter the commonwealth house of representatives in 1006 , Mr. ‘rheo- doro finally was elected ‘ ’oral member forballay, Sydney, in 1027.
