As a result of our discussion at the last Board of Governors meeting, 1 write to request information concerning the storage of polychlorinated biphenyls (PCBs) on campus. Specifically. I mould like to Know the following! when and where were these PCBs used on campus, why was the decision made to store them in the Utility Building and similarly in the Robertson Library, what quantities are present in each location and where in the buildings are they located, and what methods of storage are present at each location. In addition, I mould also appreciate receiving any information or relevant documentation concerning the recently approved plan for a Quebec firm to remove and incinerate U.P.E.1.'s PCBs, particularly the firm's timetable for removal and its methods of transport and incineration. The P C B's on campus are located in electrical transformers and were installed in the early 70's when the buildings were constructed. The volume of P Cc B's in the transformers is approximately 780 gals. Environment Canada inspects these transformers every six months and by our forces monthly, looking for leaks, etc. The firm we are negotiating with for P C B removal is ENSR Operations Ltd, from Burlington, Ontario formerly Sunohio Canada Inc. We are contemplating purging transformers, installing new coolant and having the units re-certified in lieu of replacing transformers which are really in their infancy.
