Tas- cherau had received official notification of his elevation to the Cardinalate Con- gratulatory messages and telegrams poured in upon His Eminence, and the Papal and Canadian flags were hoisted at the Palace. The signal was at once understood@by the citizens, and soon flags were flying from Layal University and most of the public buildings, besides a number of private residences.
