Ct ee Mr, Bianchard (Liberal) of Quebec, was recently unseated for currupt practices in his election. Referring to the trial, the Montreal Gazette says: “Quebec has the strictest election law in Canada, one that, it was thought, would prevent both the bribery of voters and ti e bleeding of candidates that election work~ era so well understand how to manpage. The Vercheres case shows, however, that carefully framed as it was, the Liberal party bad legal advisers eharp enough to get rouod its provisioos. Mr. Blanchard, the Liberal candidate, had money and seems to have been willing to spend it, but the law was in the way. He effected his pur- pose, however, by giving a note for $800, which was discounted and the proceede turped into the general Marchand party fund. Then out of the party fuod what seems to have been the equivalent of the note’s proceeds was sent to the county for the purpose of purifying public life. Hon Mr. Geoffrion, whu seems to have been the adviaer in the thing, has scored over Hon. Mr. Casgrain, who drew up the law.” The purity and morality —as well as the clevernees—of our Liberals is forcibly il-~ Hon. Mr. the Laurier lustrated in this tranaaction. Geotfrion isa member of Cabinet. + - NOTES AND COMMENTS. —The Guardian prates about the “hyprocrisy” of the party prese; and has scarcely aword to say about the appoint ment to a Dominion government office of au eight or ten times convicted violater of tue Canada Temperance Act. Ics dependent, indeed ! —It is pointed out by the St. John Sun that the other day a young Canadian girl was engagea by a Buffalo firm to take a position on its staff. She crossed - over and went to work, but the matter came under the notice of the United States offi- cer who looks aiter alien Jabor, ard the Canadian gir! was ordered back home. She Jost her jobin Buffalo, as well as her time aud ber expenses. The city from which ehe was driven is the same where Mr. Blair is having $200,000 worth of care built for the Government of Canada. —— NEWS NOTES —_ -—— -~— I: hee been remarked that the English cour » uave just adopted the practice which has jong prevailed in Canada, of a lowing & prisoner to give evidence under oath in his own defence. So far experience seems to show thatinstealof being an edvan-~ tage toa prisover it often helpa to convict him. If be does not give evidence, it has a bad effect on the jury. Ifbe doee, he is often forced in cross-examination to con- tradict himeelf, or to make admissions which secure his convictiont.e The Infanta Maria ‘’eresa was abandon- ed. bv her United States crew too soon. Inatexd of going to the bottom she drifted away, and went ashore on one of the Bas hamar, where she is likely to come within the ju'isdiction of a British admirsl y cvurt, end to be the property of the finders. A good many United States naval repre- rentatives will balf hope that she will be left to the walvors. The glory in her cap- ture and the pride over ber floating by Lient. Hotson have been somewhat dim- med by the hurry of her abandonment. Cape Breton seems to have a good thing. It is said, on apparently good authority, thatadircovery has been madeof a big deposit of ore from which specular pig irov, or speigel, is manufactured. Speigel is largely used in the manufacture of Bes» semer steel and is of great value. The Cape Breton deposit is said to be worth as high as $400 per ton. Samples of the ore were sent to Hamburg to be tested, and the re- ports sent back show it to be of the best quality. It is placed by Hamburg exper's at £80 pertov. In convection with th: itis aida plant for the manufaciure«f steel ships will be put in by the Dominion Coal Company. The victory rests with America’s Greatest Medicine, Hood’e Sarsaparilla, when it enters the battle agsiost impure blood. aa = oS 2 : =e . woap! soap! SCRIBNER’8, Richard Harding Davis, who was one of the few war corresponden!s to follow the army from Cuba to Porto Rico, and who was with the advance from the time of landing until the clore of hostilities, gives impressions of The Porto Rican Cam- pa.go” for the November Scribner’s. He pays high tribute to the generals aad | troops who made the closing campaign ip the war seem more like #& triumpha! parade than an aggressive advance through an enemy’s conotry, 20d shows that both regulars and volunteers did the work be- fore them in a& way to. aatisfy the most exacting military commander. The article also gives a vivid and clear impression of the country and people, and describes many picturesqne and amusing incidents thatgive Mr. Davis’s work so much human interest. The ilus- trations are all from photographs. Captain F E Chadwick, commanding the flagship “New York,” and Chief of Staff to Admiral Sampson, writes of “The Navy in the War,” and presents for the firet time a deliberate professional account of the way the situation was met and the lessons learned regarding m«dern types and class - escof vessels Many qnestions that waited to be aclved were answered in tie destrue~ tion of Admiral Cervera’s fleet, and these with suggestions that bear pertinently on our future naval policy, are fully dealt with by Captain CUbadwick. His theories concerning the elements of Spanieh char- acter that led to their defeat, and clear statements of the strategical purposes of Admiral Cervera in his attempted flight trom: Santiago harbor are both new and especially interesting. The article on “Tbe Woman’s Paris,” by Ada Cone, deals with those aspects of the French Capital thatere socially and commercially typical of its fame aa the world’s centre of fashion and presents much entertaining informa- tion about the methods of some of the fa™- ous dressmaking and mi linery estat lish- ments, [t al-o accot nts for certain artistic and personal cuaracteriatica tout are the baiural products of woman’s¢fforis st at- tractive adornment, stories eombine to November a very Other articles and make Scritner’s for interesting number. e+ore Brita a Friexp. ~The London Times i8 gratified that tue Doited States preaa bas not Cunsirned any discourtesy in Lord Salisbury’s Man-ion rpeech It Say~ that the United States can establish themselves secure'y in the Phillipines on'y tor ugb the good will of Great Britain, for they will not fiod much friendliness from other nations.
