‘Section ‘ -It being indispensable
the welfare and safety of Japan to main
tain the independence and territorial in
tegrity of Korea and to safeguard para
mount interests therln, the Japanese
government finds it impossible to view
with indifference any action endanger
ing the position of Korea, whereas Rus
ala, notwithstanding her solemn treaty
with China and her repeated assurances to
the powers, not only continues her neon'
pation of Manchurla, but has taken ag-
gressive ‘mensures in Korean territory.
Should Manohurla be annexed to Russia,
theindependence of Korean would natu-
rally be impossible. The Japanese govern-
ment therefore, being desirous of secur-
ing permanent peace for E intern Asia, by
means of direct negotiations with Russia,
with the vie vv of arriving at a friendly nd-
justmeut cf their mutual interests ln
both Manchurin and Korea, where their
interests mcet, communicated toward the
end of July last such desire to the Rus-
sian government, and invited its adher-
ence. To this the Russiin governme'll.

on 22nd of August, the Japanese govern-
ment proposed to Russia through its re-
presentative at St. Petersburg; the bas‘s
of an sgrerment which wr s subs‘nntially
as follows! -
“l A mutual engagemem to respect

ot the Chinese and Korean empires.
"2 A mutual engagement to maintain
the principle of an equal opportunity for
the commercial industry of all nations
1 with the natives of those countries.
“3 A reciprocal recognition of Japan's
preponderntlng interests in Korea and
Russia has special interests in railway
enterprises ln Mauchurin and a mutual
recognition of the respective rights of
Japan to take measures necessary for the
protection of the above mentioned inter-
ests so far as the principle of article 1. is
infringed.
“4. The recognition of Russia of the
exclusive rights of Japan to give advice
and assistance to Korea in the interest of
reform and gocd government.
"5 The engagement on the part of
Russia to unimpede the extension of the
Korean railway into Southern Manchurla
an as to connect with Eastern China and
the Shanghai-Kwan New Chwang llnes."
It was the intention of the Japanese
government originally that n conference
should take place between the representa-
tive ut St. Petersburg and thc Russian
authorities, so as to facilitate as much as
possible in renchinga solutionof the situa-
tion, but the Russian government absolu-
tely refuses to do so on the ,plea that the
Czar planned a trip abroad and for other
reasons, it was uuavoidably decided to
conduct the negotiations at Tokio. It
was not until the 3rd of October that the
Russian government presented counter
proposals and in them she declined to en~
gage In respect to the sovereignty and
territorial integrity of Chinn and stipulat-
cd the maintenance of the principle of
equal opportunities for the commerce and
industry of all nations ln Chinn, and re-
quested that Japan declare Mnnchurla
and its littoral as being entirely outside
of her sphere and interest. She furthcr
put several restrictions upon Jupun's
freedom of action ln Korea. For instance
while recognizing Japan‘s right to dl-
spatch the troops when necessary for the
protection cf her interests in Korea,
Russia refused to allow her to use any
portion of Korea territory fcr strategic
purposes. In fact Russia went so far as
to propose to establish a neutral zone in
Korean terrltory,north of the 39th parallel.
“The Japanese Government failed ut-
terly to sec why Russia, who professed
no intention of absorbing Manohurla,
should be dlslncllned to insert in the con-
vention _a clause in complete harmony
with her own repeatedly declared princi-
ple reepeetlng the] sovereignty and terri-
torial lntegrity of China.
"Furthermore, this refusal on the part
of the Russian govamment impressed the
Japanese government all the more with
the necessity for the insertion of that
clause.
“Japan has important commercial ln-
terest. in Ilanohuria and entertains no
small hopes of their future development
and politically she has even greater iular-
asts there by reason of Manchurian rela-
tions to Korea, so she could not possibly
recognise Manohurla as being entirely
outside the sphere ot interest. 'lucas ds-

“Accordingly the Japanese government
explained the foregoing views tothe Ran-
lan government and at the same time lt
introduced other nsoemary amendments
in RussIa's coun ter-pnoposals.
"They further proposed, with regard to
the neutral zone, that if one was to he
cstated it should be established on both
sides ofthe boundary line between Man-
chnrla and Korea, with an squal width,
say of fifty kilometres.
"After repeated discussions at Toklo,

to insert the following clause in the plc

of the territorial integrity of China in
Manchuria and it must he evident to
everybody that thc arrangements in
which proposed by Russia would be un-
practical in value so long as it was ur ac-
companied by u definite stipulation re-
garding the territorial integrity or China
in Manellulia, since treaty rights are on-
