Loxpon, Dec. 10.—The Secretary of Statefor War, speaking at Edingburgh yesterday, outlined the military policy of ihe government. Lord Lansdowne, after remarking tha: the couotry had been con- fronted during the last few months with difficulties in every part of the globe, not of ber own eeeking—especially mentioning toe Behring Sea and Venezuela controver- sies—suid that three army corps were required, adding that two muet be available tor offensive purposes abroad. He asserted that he was atill of the opinion that only a moderate service with the colors was ex- pedient but he hoped to be able to increase the establishment of each home battalion thus securing a large margin of seasoned soldiers by contracting with small num- bers of reservists who, for extra payment, would agree, if necessary, to rejoin the colors during first year of reault. In summing up the policy of the Government Lord Leusdowne said that our intention 1s to maintain what is good for the present system and to supplement it where defi cent. Split Amont the Liberals. MonrreaL, Dec. 10.—The split hetween the old-time Liberale as distinguished from the present so-called Liberals, and the Government has developed into a chasm. The Witness publishes an interview with the Hon. Francis Langlier, the man who was promised the position of Lieuten- ant-~Governor and whom Sir Wiifrid Laurier now refuses to appoint in view of the Chapleau deal. Mr, Langlier eays he has had po communication with Sir Wilfrid Laurier, verbally or in writing, since September the | 6:h, laet, and that be does not expect to unw!l he meets him in the House of Commons next seszion. Mr, Langelier talks stra.ght from the shoulder, and says that he will he surprised here after at nothing that Laurier and his men may do. A Mysterious Order. Some of those present estimated that, on the proposed basis of taxation, the Eaton company would pay from $150,000 to $200,000, which it is believed would simply drive them out of business.
