be expected, complimentary to the powers-that-
be in this province. -

A barrage of questions, levelled at two of-
ficials of the 'United States Chamber of Com-
merce relative to the Canadian trade agree-
ment, brought from Mr. D. L. james, manager
nf the national cl1a.mber’s agricultural service, a
reply that the trade pact is not a fixed policy
of the U.S. government. “There may be
changes. Remedy to our advantage has not yet
been perfected," he told ‘members of the agri-
cultural department of the Portland Chamber.
Mr. C. E. Grelle, chairman of the agricultural
committee of the Portland group, who led an
attack on the trade pact, had asked why such an
agreement was allowed to become a law and
said "uncertainty was holding back both agri-
culture and industry."

It looks very much as if the present
meeting of the National Finance Committee at
Ottawa will be made the occasion for some new
or renewed demands upon the Dominion by the
provinces, those provinces, at any rate, which
have been feeling the financial pinch most
acutely, says the Montreal Gazette. If this hap-
pens the question of establishing some form of
federal control over provincial financing, such
control as was envisaged in the Loan Council
plan, will be forced to the front again and will
have to be settled. If the Dominion is to stand
behind the public debts of the provinces, either
now or after any process of refunding has been
completed, there will' have to be some limitation
upon provincial borrowings and the extent of
that limitation will have to be determined by the
authority whose credit is involved. The meet-
ing of the committee is to take .place on Decem-
ber 9 and the western provinces, according to
the Winnipeg Free Press, will be particularly
interested in the question of rcfunding_ of pro-
vincial debfl at lower rates of interest. ,

Imports of Canadian tobacco to
Great Britain during the flrs-1. nine
months of 1936 totalled 8,143,633
pounds, as compared with 6,194,196 
pounds for the corresponding period 1
of 1935. The excellent and large crop
of flue-cured in Canada ln 1935 was
well regarded by British manufac-
turers and heavier purchases resut-
ed. This tobacco is now reaching
Great Britain. It is anticipated,
states the Canadian Trade Commis-
sioner ln London, England, that by
the end of 1936, the total quantity ,
imported from the Dominion will bc
greater than for a number of years.

WATER AND WEIGHT
There are arguments from time
to time about whether or not
drinking large quantities of’flulds-
water, tea, coffee, soft and hard
drinks-increase; the amount of
fat in the body. Thus we find
those who are thin trying to put on
some fat by drinking large quant-
ities of fluid, and those who are fat
cutting down on liquids so as to
reduce their weight.
As a matter of fact, drinking
large quantities of liquids will not
increase the amoimt. of fat ln the
body, nor will cutting down on
liquid; reduce the amount of fat.
But, cutting down on liquids will
reduce the weight (but not the fat)
of the body.
Thus we find that jockeys.
boxers, and others who have to
“make” 11 definite weight at a
definite hour on a definite day not
only keep down the amount of
starch and fat foods but cut down
more particularly their liquids.
Thus lt ls a common saying among
these individuals that they are
"drying out".
Some jockeys and boxers often
git. down to wlthln three to five
pounds of the desired weight arid
then make no further reduction ln
their food intake because they know
that they can get rid of the last
three to five pounds by simply
drying oilt; that is doing without
all liquids for two or three days.
It has been shown that while an
active tissue like muscle allows but
small amount of water to enter
into its cells. an inactive tissue
like fat (which is just a. "storage"
or fuel tisuc) allows a. great
amount of water to enter into
each individual cell. so that every
pcund of fat can hold three pounds
of water. It can thus be seen, that
if by hard exercise, heat, gland
extracts or drugs, one solid pound
of fat is removed, and with it. three
pounds of water, the overweight
individual actually loses four
pounds of weight.
Thx matter of water being held
in the tissues and fluid: of the
body is receiving careful study as
lt is possible that underweights
who get tired of drinking milk to
increase weight may, by :persistent
drinking or the 111111: for other
fluids) for alittle longer period,
increase weight. and on the other
'lend _vyerweiehfs by cutting down
on liquids for a longer period may
fuddenly decrease weight con-
slderably.
In either cate the exlleriment of

amount of fluids should be cried
for not less than four or more than
six weeks.
