ity with which the interest is paid and
the large amounts they boi row. The

small sums. Even with perfect se-
curity he could hardly expect to bor-

payment of interest at the stipulated 
times, and their credit suffers in conse-
quence.
No doubt in some instances an ex-
orbitant r'..te of interest is exacted '
from a borrower, that there is a largel
class of borrowers whose credit is not
good, to whom few w_ll lend or
give monfy except those who exact a
high interest. A man's credit may
be impaired because he is poor, or has
been unfortunate, or is shiftless, un-
reliable or dishonest. To any of
these it may be impossible to borr w
money at the rates current among 1
INTEREST AND USURY. -those who are honest, reliable and

and usury. ln the olden time inter-
est and usury were identical terms.
'l he taking of interest for a loan of
money is now a. legitimate transaction
and it is only an exorbitant or unlaw-
ful rate of ii.tere-r that is spoken of
as usnry. But any ra‘e of interest
for mo 'ey was unlawful as between
Jew: under the Mosaic law. The
Jew might exact interest from a
stranger to whom he loaned money,
but not from his brother Jew. Many
passages might be cit»d but Deuter-
onomy 23: 19. 20 expresses the then
existing condition of the law:
