Personally, I favour the pension method, provided certain essential conditions are fulfilled. First and foremost. the amount of pension should be calculated on the basis of minimum needs. lit should be uniform in i-ts application to the whole population. It should be contributory so as to be as nearly as possible self-sustaining. The "means test" should be abolished. Such a plnn will encourage each individual to strive during his working years to build his own old age provision in addition to the government minimum. It avoids the objectionable features o! the public assistance method. Its suc- cess, however, will always depend on the amount of the pension. Unless the amount is always on a "minimum needs" basis, the plan l5 (ii-liable of the gravest injury both to our economy and to our character as a people.
