The author of the plan, Mr. Mervyn Brown, is a native of Prince Edward Island but remov- ed to the West in 1905 and by 191i had entered upon a striking 1nuni- clpal career. In i914 he was elect- ed Mayor o! Medicine Hat and in the depression years tollowing the last war was reportedly respons- ible, by his sound finance meas- ures, for saving the city from in- solvency. In 1919 he organized the Alberta. Industrial Congress and in 1920 the Canada Colonization As- sociation which has settled over 1,000,000 acres of Western farm lands. Mr. Brown subsequently spent sixteen years in England where he became associated with some o! the foremost public men and busines leaders in.Britaln. Recently Mr. Brown has given months of labor to the working out o! a new Canadian national policy which he has named the Greater Dominion Post-War plan and which is stated to have received the approval of many leading Western Canadians.
