Why. did President Taft sign the
Panama Canal bill? This question
has been variously answered, and
every variation, in the United States
and elsewhere, is a reflection upon
President Taft.
It will be remembered that the
Clayton-Bulwer Treaty stipulated
that "neither Great Britain nor the
United States will ever obtain or
maintain for itself any exclusive con-
trol over the said ship canal, which
being open to citizens and gubjects of
the United States and Great Britain
on equal terms, shall also be olJen on
equal ,terms to citizens and subjects
of every other state which is willing
to grant thereto such protection as

Later, by the Hay-Paunceiotc
Treaty, the United States, in return
for exclusive control agreed to oper-

States is carrying out all its obliga-
tions. He argues further that Great
Britain is at liberty to grant favors
to its shipping as well as the United
States is. “The British protest,
therefore," argues Mr. Taft, "is a
proposal to read into the treaty a
surrender by the United States of its
right to regulate its own commerce
in its own way and by its own meth-
ods. a right neither Great Britain
nor any other nation that may use
the canal, has surrendered or pro-
posed to surrender."
President Taft has, in his different
somersaults on the question, evident-
ly been bidding for votes. His final
act, to the discredit of the United
,St.at€s, he it said, will in all proba-
bility secure for him a larger vote
than o. manly, honorable, treaty-
keeping stand would have done. The
question will be finally settled before
the Hague Tribunal and the Hay-
Pauncefote Treaty will be upheld, but
in the meantime the United States'
