That “Voluntary” Confession Much was made by Liberal speak- ers in the Legislature, following Pre- mier Saunders' "confession" on the Prohibition situation, of the Prem- ier‘s frankness and sincerity in tak- ing the people into his confidence at the earliest opportunity. The fact oi' the matter is, of course, that the Premier had either to make a "clean breast" of it, or he would have been compelled to table the information in reply to specific enquiries by the Opposition. Hon. Mr. Stewart, in his able speech published in Saturdays Guardian, brought the Premiers predicament very clearly home to him. when he said: "We expect to get some informa- tion on these matters during the present session of the I-louse, and with this purpose in view we are placing certain questions on _thc Order Paper. I trust they will be answered. There will be questions as to how mliny detectives were employed by this Government?_ By tile Oommission? By anybody with authority under the Government nr the Commission. Whether those rletectl\‘es_ were paid? Whether a large number of cases where infor- mation was laid at the time a cer- tain detective was here were not withdrawn, and why they were withdrawn. ln all these matters we expect the Government to be absolutely frank and sincere. If these stories are not true, then let us have an end of them. If it is necessary. let us have a special Commission appointed to investi- llste this matter and get the truth. That ls what the people want. Ii' this is the law of the Province, let ns have it enforced, and see then whether or not we can bring about better conditions with regard to-so- briety in Prince Edward Island." Was it this broad hint from thc Opposition leader that there were other and possibly more embarrass- ing methods of getting at the truth that inspired the Premier to make his famous "voluntary" confession? At any rate, there was no necessity to repeat it. The above tabulated figures speak for themselves. I ` Why the Panic .’ The decision of the Federal Gov- ernment to put a stop to the expor- tation of alcoholic liquor from this i country to the United States, says a Toronto exchange, is of trifling mc- I gment compared with the premier's startling remark about warding off an overhanging peril. As to the bar- ring of liquor exports to the United States, the Parliament of Canada showed its will in 1926, when it ap- proved the recommendation of the special committee investigating the customs scandals that the granting of clearances to vessels loaded with Canadian liquor for destination in the United States be made unlawful. Why did the King Government not act on that recommendation? Why did it not act on the same recommendation made by its royal commissions short time afterwards? Was the business of exporting liquor to the United States less dlscreditable then than it is now? Were not smugglers of the same grade engaged in it at that time as those who are carrying it now? Was it less disrespectful to the law of the United States than such traf- fic is now? Of course not. But the King Government did not raise a _hand to stop it, and as recently as ten months ago the Government de- fended its non-concurrence in a pro- i posal of the United States Govern- ment that Canada refuse clearance papers to the United States rum-run- ners. That speech, delivered by the minister of national revenue, struck a note that brought applause from all political parties and from all parts of the country: Not that the Canadian people are wanting in mor- al sense or in neighborly feeling, but 1 that they did not relish the idea of gtheir country making itself part of the law enforcement machinery of the United States. The Stewart Government looked into the matter and they found that we were not getting value for the money expended. One of the reasons for this was that the princi- psi was drawing a yearly salary al- most equal to the salaries paid the professors of P.W.O. and for only do- ing five or six months’ work; and that all the other teachers. or s great many of them, were being paid in a like proportion. 'I‘he Technical school was intended to benefit the fsnners. but it was found that only two or three farmers’ sons were tak- ing the agricultural course, and that others were complaining that their sons were coming to the city and tak- ing courses that were of no use to them as far as farming wd con- cemed. Again, a great part of the grant supporting the Technical School was withdrawn by the Liberal Gov- ernment st Ottawa, and it became necessary to retrench. It was found by the Stewart Government that all those courses which had any true bearing on the welfare of the farm- ers and the people generally could be continued in shorter courses and without the payment of high salaries. When the technical grant was withdrawn, the Stewart Government did not sit down with folded arms and bemoan the loss. It immediately did what every Conservative Government has done in the past and will do in the future, went _after Ottawa for more money, and succeeded, as every Conservative Govemment has done and will do. The Stewart Govem- ment got special permission from Ottawa to draw technical grant for dairying as s manufacturing indus- try; and for s commercial course in Prince of Wales II'Gollege. Eurther than that they were able to have short courses in motor mechanics, wood working, and blacksmithing, and got the Federal Government to their wing and pay half the cost of these, as well as the short courses conducted by then-l.' The Stewart Government also gqt Federal assist- ance for night schools, enabling Mr. Lloyd Shaw to conduct st George- town the most successful school of the kind ever held in the Province. Mr. Lloyd Shaw was subsequently brought to Charlottetown as super visor of city schools and professor of Pedagogy in Prince of Wales Col- lege, but the Saunders Government let him go, and his invaluable ser- vices are now lost to the province.
