Mr. Speaker said that in reply to Mr. Campbell he wished to say that he had only asked if there was a. precedent. Mr. Campbell said that he did not intend to allow any man to 'assume the role of Kruger and dictate his procedure on the Iioor of the House._ _ Hon. Mr. Farquharson called the Speaker-‘s attention to the discourtesy of a number of the members of the Opposi- tion. If they would turn up the Journals they would find that the present action of the House is in order. Mr. Campbell said that he had been on the floor of the House for 27 years and never, in all that time had he seeua similar piece of unparliamentary proceed- ure. The Leader of the Government might assume the role of Kruger and do business in the dark and behind the scenes. When the House was refused such information as was asked at this hour there was something wrong. Mr. Shaw, said that he hadreacl the Patriot, the organ of the Liberal party, and in it he read the announcement that Mr. \Vise had lplaced his resignation in the hands of the Speaker. Hon. Mr. Gordon had iiiqiiired the date of Mr. Wise’s resignation. If it is dated as it is said to be dated the Government of this country is guilty of negligence. If the Speaker of the House get the resignation he neglected to notify the Lieut. Gover- nor and consequently neglected his duty. Mr. Peters then rose to speak but the heat of the argument. between the Speaker and Mr. Shaw was so great that he failed to get ii proper hearing. The Speaker tlien,'_saicl the returns of bye-elections would be laid before the House. _ Hon. Mr. Farquharsc-n then submitted the returns of the bye-elections held in Mr. A. A. McLean was theh ` introduced to the House by P on. D. Gordon and Mr. Cyrus Shaw. - Mr. A. P. Prowse was introduced to the House by Hon D. Gordon and Mr. M. McKinnon. ` Mr.Shaw 'asked for the writ and returns of the election for the 1st district of Prince County. _ Mr. Campbell claimed that if Mr. Pineau was in the city he should take his seat. Hon. Mr. Farquharson said that as Mr. Pineau was not in the city it was not nec- essary to submit the writ and returns.
