The enquiry into the horse purchases for the war in
Prince Edward Island has been very thorough and on the
whole entirely satisfactory. it should be explained thiil
the Couiniissioner, Sir Charles P. Davidson. received sev-
eral complaints in Ottawa from seine person or DGFSOHB
unknown, stating ttiat the 19th llcavy Battery in Moncton
had purchased a large number of horses in the island.
niiiiiy of which were unfit [or service, that they had been
accepted without exatuiiiation, and that some person or
pt-rsons iii tho Government employ had received _ii con-
siderable “rake»ol't`," in eonsiticratioii of these “cast-offs"
being accepted without question.
.\'onc of tlicsc charges has been sustained.
lt appears that Major Anderson, of Moncton, at the out-
break of the war in August last year, volunteered for ser-
vice at the front with a heavy battery. Ile was instructed
set about doing su. lie employed Captain Doyle, V. S., at-
taclied tu the 19th Battery, to find otit where suitable
lioi'st~.~i could be got and examine them anti when passed
he woulfi pay for them. lie put t`aptain Doyle on tho staff
for this purpose at the rate of $5.00 por day. The authori-
ties at ilzilifax refused to sanction this appointment as
('aptain lloylo had not volunteered for tho front, and in-
forinf-tl liiui that his rate ot’ rcniuneration would be $1 per
licad tor the first three horses examined and 50c. per head
for each siiccc-cding horse. Major Aiitlersoii rind Captain
lloylo exhausted the supply of suitable horses iii Moncton
and vicinity, and at thc suggestion of the Major' the (‘ap-
~t:iin camo to Suniniersitle to iintl out the prospects there.

friend. Mr. \\'. ll. Mc.\.'oill, in Stininiersidc, he asked hint
if ho had any siiitable horses or know of any that would

he had a few in his stables and could possibly get more.
No i~.videnco could be obtainnti that any nrraiigenioiit was
made either by Major Anderson or (`riptaln Doyle for a
flat rate, but counsel for the t'oniniisslon said the outcome
of the arraiigenioiit, whatever it was, was that Mr. Mc.-
Neill bought Sl horses at an average of $178 anti sold them
io Major Anderson at an average ot' $227.50. Tho gross
proiit made by Mr. McNeill was in tho vicinity of $3,850.
Mr, i\lcNeill himself said the gross profit was in the vici-
nity of $2,500. Ile said the costs connected with pur-
cliasiiig, feeding and stabling the horses came to about
$1,000, and the balance he investtod in the purchase of
stables. altering andimproving the same. Ho tit-niod
positively that he shared his profits either with Major
.»\ndf~rson or Captain Doyle, and aiiirnied that he had no
contract with tlicse gentlemen Whatever. All that linp-
poiieii, lie contended, was that he had received an r-iirly
tip that horses were wanted for tho battery and took ad-
vaiitztge of his cxcliislve information to buy in the cbt-ap~
est market and sell in the dearest. 'l`liat soniobody in
.\lonf-ton did favour Mr. i\lcNeil1 was evitlr-.iicriti by thc-_ un-
signed ofllcial circular-icttcr sent him intimatiitg that the
liorses were required, and giving particulars regarding
the class that would be accepted. Who was this unknown
friend? That question the Commissioner will try to
fathom at Moncton when the tlonimission sits there. The
Commission was perfectly satisfied that everything was
straight and above board so far as Prince Edward island
was concerned, and no reflection is possible on a horse
dealer who had nu government appointment making as
iiiiich money as hu could on tho sale of his hor:-ics. Tlie

RURAL MAIL DELIVERY
administration has been very rapid in contrast with the
Advance made during the last years of the Liberal regime.
0 Ontario is now served by this system, while in Que-
bec, Nova Scotia and New Brunswick a great advance has
been made in bringing prompt mail delivery to the farm.
On the prairie and in British Columbia this necessary ser-
vice has also been widely extended.
When the Conservatives took oiiice in 1911, they
found only 16,015 families being served by rural mail de-
livery. Last March, the number was 127,407, an Increase
of 800 per cent.
The following tables indicate how the energetic and
progressive postal policy inaugurated by Hon. L_ P. Pelle-
tier and continued with even greater energy by lion. T. _
Chase Casgrain, has brought a prompt and regular mail
service to the farms in all parts of Canada:
