He says the joint army soon will reach 200,000. They occupy a semi-circle around Saloniki which, it is his belief, is just beyond range of the heavy gulls, those carrying shells eighteen to twenty-two miles. Frye. A cabled outline oi’ the German reply indicated that it was not coni- pletely responsive, and left lil doubt the attitude of the German Govern- ment towards the American sugges- tion tliat the requirements of the De- claration of London, that "before the vessel is destroyed all persons on board must be placed in safety," was not satisfied by merely giving an opportunity for escape in lifeboats on the open sea.
