A very interesting programme consisting of reading, singing, playing, and mental exercises in French and arithmetic was carried out'by the trustees and scholars. At the close of the programme the principal gave an address in which he ably showed what a great work he and his fellow teachers were doing in in- structing the blind. The teachers are to be congratulated ,on the success they have attained in bringing the scholars up to such a high standing in music and all the branches taught. After taking a course in the institution the students are enabled to go out into the world and make a comfortable_1iving for them- selves at music teaching, pianoforte teaching and other employment. The institution is supported by the govern-` ment and gives the instruction free.The principal made an earnest appeal to the students, who, in a few yea.rs,would be going out in all parts of the country, to let him know of airy children who were deprived ot sight in order that he might arrange to have them sent there and thus get an educatioh. The institution is doing a noble work and deserves the help and encouragment of all. TROUBLE BETWEEN IRANCE AND SILK- French and Siamese on the border of the treaty zone. The most authentic account of the affair says that the French agent in the Luang Prabang province having ordered a Siamese armed force to evacuate the twenty-five kilometer zone in accordance with the treaty of 1898. the Siamese refused and tired on the French agent and party. who were unarmed. The latter retired into the jungle. The Trans-Mekong portion of thc state of Luang Prabang is now under French protection. By the treaty of September, 1893, the River Mekong was constituted the boundary between Siam and the French possessions, and on a twenty-five kilometer strip, on the west side of the river France is at liberty to erect stations.
