Ba.trmore, Md., Feb. 12.—The Allan Line steamer Missouri will sail from New York, March 12, on a mission of mercy to Libau, ox the Baltic Sea in northern Russia. T. M. Baker, of the Allan Line transportation, offered the steamer yesterday to W. OC. Edgar, manager of the Northwestern Miller, to carry the 2,000 tons of food which have been collected for the famine stricken te of Russia. Late in the afternoon r Baker received a telegram from Mr. Edgar accepting the off+r, which is equivalent to a contribution of $20,000. Lonpvow, Feb. 12,--A despatch from Penza, the capital of the government of that name in the southwestern part of what is known as Great Russia, saya the thermometer registers 58 deg. below zero. Typhoid fever, smallpox and diphtheria are decimating the inhabi- tants. A quantity of grain for the famine sufferers has arrived, but it is impossible to distribute it in the surrounding country ewing to the fact that nearlv all the horses have been killed for food or sold. It is estimated that several mi‘lion horses have been killed throughout the empire since the autumn, In the government of Sumara, Saratoi and Nijoi and Novgorod the condi- tions are far worse than inJenza. In Charkoi and Kazan typhus fever is especialiy ter:ible in its ravages. The inhabitants are dying hy hundreds. Inthe vicinity of Penza, 18,000 persons are daily fed by charity. Paris, Feb 12 —Several newspapers of this city to-day publish a rumor that the Russian general, Von Haisard, who it was said yesterday had shot himself in the head in the Hote! Louvere, was a victim of nibilists. The rumor has it he was assassinated by a man who had beew watching his movements for some time past. Montrsal, F -b. 12.—The agitation against live cattle imports is gaining strength Following the Tims, the Morning Post, which hitherto hw been most friendly to Canada, says: ‘In the presence of the grave CAUTION. Aanger of the spread of disease to British herds the most obvious dictates of common sense say, ‘Close the port of England.’ We are spending mil'ions of pounds to suppress disease among home animals, yet with inex- plicable fatuity we leave the doors of our portsopen. Tne closure of ports to live animals would make ne difference to imports of dead meat nor raise home prices.” Beli’s Weekly Messenger. another general friend of Canada, indicates. the seriousness of the present outlook and urges the public to sapyort Mr. Chaplin if necessary to stop all impo:ve of live cattle. The situation is one of grave peril to Canadian trade and the Canadian government may perhaps strengthen its p ition by promptly announcing & rigid quarantine against United Ntates cattle owes British Columbia as well as the rest of Canada, Lonpon, Feb. 12 —The Vienna correspon- dent of the Graphic writes : The destitution prevailing here is terrible. Thov sancs of skilled Jaborers are idle and starving through the operation of the American ta: iff. The misery of the poo~ people of the city is in creae-d by the ieflax from the provinces of large numbers of unemployed persons seeking work in thiscity. A literary society has been organized at Crapaud, with a membership of twenty- five. The following are the officers: G U. Stevenson, President - J. F Covey, M.D., Vice-President; O B. Wadman, Secy.- Treasurer; R. H. Cameron, Alonzo E, Trowsdale and Albert Sturdy, Exeutive Committee. The Society meets on Friday evening of each week at 7.30 o’clock. The subject for discussion last evening was, ** Which is the greatest evil in the world, war or intemperance.” After a lengthy discussion lasting two hours the house was divided on the question, a maj rity appear- ing in favor of intemperance being the greatest evil. O. B. WapMan, Secretary. Crapaud, Feb. 13. : Peace in Ireland. —- A REUNION OF THE FACTIONS VERY PRO- BABLE. Mr. T. P. O'Connor says: The stillness of the Irish political atmosphere jast at pre- sent indicates, we have rerson to believe, the coming, or at least a belief in the com- ing of a reunion of thefactions. The Irish are a little tired, and also alittle ashamed of continuing a struggle, the cause for which no longer exists. The more ra- tional members of the minority have alter- ed the tone of their speeches, and ne long- er indulge in insults and calumnies. Whether there is to be permanent peace or not it is too early to state with confid- ence. But there is at present something in the nature of truce, and we are rejviced to believe that the era of bitter personal re- criminations is passe. Referring to the recent meeting of the McCarthyites, Mr. O'Connor says : ‘‘We never saw a gathering more serious, more under control. The speeces were lis ened to with unbroken attention, and debatable questions were talked over without unreason- able criticism. We asked several members the reasou for this unanimity, and received from all the same answer in substance, namely, that it was the effect of the terrible lesson taught by the occurence in committee room 1d. ~—- Sir Ambrose Shea, the Newfoundlander who is governor of the Bahamas, has just been congratulated on the completion of cable communication between the islands and the mainland. The line is from Jupiter, Fia., to Nassau, the capital, and will be a decided advantage to the business inter- ests of the islands. The work is largely due to the action of Sir Ambrose, whose administration of the island's affsirs has been marked by a number of industrial movements the people will profit by. The experiment of putting a business man at the head of affairs has been a success in the Bihamas and might prove advan- tageous in othors of the languid ovlonies of che Empire. ~ee-- A REMEDY that is endorsed by physicians must have some merit, for no physician of any standing will place his seal of approval 8 preparation unless he knows it to be good.
