Often there is a nurse who has household duties that prevent her from going to the regular hospitals to work, but who has accommodation, approved by a doctor, where a patient or patients could be cared for under her super- vision and that of the doctor. No Technical School has ex- isted on Prince Edward Island since a Conservative Government. allowed the school established by the Lea Government to be clos-i ed. A demand for technical edit- cation by and for veterans in- spired the erection of a new tech- nical school and over 1000 veter- ans received training. This school will now be converted into a technical school for boys and girls. where they will be taught Agriculture. Household Science. Business. Trades, and all techni- cal subjects. A Forest nursery has been es- tabllshed and large numbers of trees will soon be available for distribution throughout the Prov-. ince in connection with rurali beautification and for other use-I ful purposes. Grants to Agricultural Exhibi- irons have been largely increas- ed; a grant of $1000 to each breed of live stock has been made avail- able; veterinary services are set up and will be expanded. The Matthav-Wells Company would never have come to Prince Edward Island with their cucum- ber plant wcrc it. not for the ef- forts of the Government, who guaranteed refrigeration and cold storage as an inducement. It ls hoped all small, fruits Will eventu- ally be produced and processed here. In 1947 some 617 acres of pickling cucumbers wcre grown in P. E. I.. and the yield was most superior in quality and quantify. One grower received $746 from one acre of cucumbers. Economic Survey Dr. Lattimer, an agricultural economist, was employed to make a survey in order that an auth- orltaiive background could be ob- talned for our argument on Do- minlon-Provincial relations. This expert with the assistance of economists from the Department of Agriculture at Ottawa. made a study of taxation in Prince Ed- ward Island, in order to secure more facts for the conference. A large body of citizens was selected to make an economic rc- port for the Province. This re- port was printed and was the basis of presentation at Ottawa when arguing the needs of Prince Edward Island. It embodied a recommendation calling for an ex- penditure of $3,000,000 annually. Some of the recommendations have already gone into force. such as the suggested salaries to teach- ers, aid to hospitals, 8w. grant oi $1.00 per head to muni- nliiso been assured of assistance in t fll‘ made possible by the retention of the 3 cent tax on gasoline. sistance in town planning has also been given. and will be extended. This Government has made a force in Canada. Housing for 300 students ls proposed for a start. - It is hoped a start in organiza- tion and equipment of bulldozers, breaking plows, Martin ditchers, 810., for hire at a cheap rate by citizens, will be made in 1948. It is also planned to provide spray- ing equipment to eradicate wild mustard. This can easily be done by spraying. Encouragement will be given to the establishment of deep-sea fishing, and the_building of large launches and motor ships to this end. At the present time fisher- men trom other places can come and fish in our waters, but we have always fished comparative- ly close to shore. Refrigeration and other equipment for the care and SWFBRe of fish has been and will be encouraged further. Labourers of Prince Edward Island are, in general. not dom- inatecl by the great labour organ- izations. It is proposed that apart from national organizations. such as railroads, there be a control of labour with a suitable Provincial cipalities. The municipalities have snow removal, this being As- heen thoroughly surveyed and mapped. A sanitary engineer will soon be at the disposal of the province to assist municipalities in water, sewage. and planning. Regional High Schools A recommendation in the Re- construction Committee's Report called for Regional Composite I-Iigh Schools. For the larger school tax units it is first neces- sary to have a revaluation made. This revaluation will be immedi- ately proceeded with and follow- lng that it is anticipated that soon one or more such Regional High Schools will be proceeded with. Much preliminary work, making school plans, changing the School Act. training teachers. also. will require to be done. The dis- lricts nre being prepared so that the foundation for Regional High Schools will be firmly laid. Under the Dominion-Provincial agreement the collection of Suc- cession Duties passed to Canada. This results, since April I947, in a saving to our people, as the gen- eral law applicable to Canada is on a basis of much more wealth than is common with individuals in this Province. Less duty will be paid by the heirs after a per- son dies leaving an estate. Provision was made by an amendment to the Probate Act, whereby if a husband dies without a will the widow takes his entire estate up to $8.000 where there are no children. This is a great im- provement, as under the old law. if the husband neglected to make a will. and there were no chil- dren, often the estate went to heirs who were almost strangers and who were frequently away it.
