Notes and Comments. —Some of Mr. Brastus Wiman's credit- ors are said to be willing to take ten cents on the dollar for their claims agaims against his estate. Brought dowa to hard pan there has been very little more in the Reciprocity prophet’s financial schemes than there was in his political plans. —Mr., Courdet, one of the Unived States counsel before the Behring Sea arbitration, has arrived home, and says in an interview that when the discussion shall have been closed the responsibility will rest upon the tribunal, and as that tribunal is eompored of eminent and honorable jurists of differ- ent nationalities, we may reasonably ex pect a decision that will be satisfactory to the enlightened public opinion of the world. The bearing of this opinion on the great isatie would seem, as the Montreal Gazette remarks, to be in the application of it. — The United States demanded and ob- tained a large sum of money in the Alabama award which was not justly due. It tried to repudiate the Halifax fishery award, by which payment of Canada’s claims for fish- ing privileges was ordered. It threatens at Paris to back out of the arbitration, against all the laws of international honor, if the judgment should be unfavorable. And now it transpires that the great Republic has been for some time trying to evade pay ment of extradition fees under the distinct agreement and pledge made inthe Extra- dition Treaty with Great Britain, by which the country spplying for extradition pays the costs. —It cholera succeeds in obtaining entrance to American ports it is likely to come by way of the Mediterranean. It is significant that Narbonne, Certe and other places in which disease of a choleraic nature is said to have shown itself, are either situated upon or have water communicaticn with the Mediterranean Cette, for instance, is the principal commer- cial port, next to Marseilles, in the south of France, and has a considerable trade with the Levant. Indeed, all the portson the Medi- terrarean shore of Fiance have more or less traftic with Asiatic Turkey, in the Arabian portion of which cholera is now raging, des- treying from sixty to seventy lives every day in Mecca alone. But in addition to the peril of cholera being imported to European ports o1 the Mediterranean from Western Asia, itis very probable that cholera is indigenous in France; that is, the pestilence was brought to France many years ago and that the germs are there already and need only certain con- ditions to develyp them. French reports apeak of a ‘disease of a choleraic nature” bei: g the cause of death, when the cause of death is probably genuine Asiatic cholera, either lurking in the locality or reeently brought from abroad. —The Empire remarks: The leading op- position organ in Toronto does not like Mr, Van Horne's statement made in Winnipeg hat by unrestricted reciprocity ‘*the whole insides of Manitoba would be jerked out,” and it takes considerable space in which to vent this feeling of indignation. Yet the average Canadian will realiza that the able President of the Canadian Pacific generally knows what be is talking about, and prob- ably does in the present instance. Asa shrewd business man, Mr. Van Horne would never dream of increasing che railway’s mileage and affording almost daily new and costly facili ties to the public if he had not confi- dence in the policy of the country and iu ita future. If, therefore, he deliberately declares hat the Grit scheme would destroy the inter ests of the Northwest, which he is doing everything possible to build up, it is likely that the Canadian people will be more inclin- ed to believe the msn who knows and appre- ciates that section of our great Dominion rather than the Globe, which, for fifteen years, has belittled and vilified Manitoba, the Terri- tories and Britieh Columbia; which has bitter- ly opposed the great railway which has made the country what it is, ie which now en deavors, as a last resource, to breed dissension between the cfficials of the railway and the people to whom it has been such a boom. A Novel Temperance Law. {Boston Herald | The attempts at legislation for the cure f drunkenness are uneading, and many of chem are ingenious. In Massachusetts they range from the fifteen gallon law of 1839 to the proposition for the Norwegian s} stem of the present year. The legisla. tion to drive it out by denying everybedy liquor, in order that the drunkard may be included, was the crudest form of all, and is in effect abandoned. We have fallen back upon license with local option, es the best thing attainable, and the western states are disposed to follow us, Those states who do not—West or East—are simply living under law notoriously not enforced, They have alaw in Michigan which strikes us as altogether bad. I: provides that when a man is convicted of drunkenness he may have his choice be tween being sent to jail and being com mitted to an asylum for the cure of drunk- enness. The state will pay for his treat- ment if he elects the latter. Its intention is excellent, but it assumes drunkenness to be a disease, as it probably is in mauy cases. Whether the state can practically undertake to cure a disease so widerpread with beneficial results will probably be doubted by many. In 1878 the cattle trade was only beginning; the cheese trade was in its infancy, and that in apples was 1 on-exist- ent. Summed up, the progress of the Can- adian farmer is something of which we may be proud instead of despondent and poassi- mistic. Lonpos, June 15.—James Gilbert, the dynamiter, recently relessed from Portland Prison, because he was thought to be near death, ssiled en the American steamship Chester from Southampton Saturday. Three physicians certified that the sea voyage would probably prolong his life.
