Sie Cxagites Tuprer’s masterly article in the Nineteenth Century for April has been widely read and discussed. In it Sir Charles deals with several of the objections which were raised to the scheme of Imperial Federation which he premulgated in a previous issue of the magazine. He shows that the proposal that the Agents (ieneral of the great colonies shall be «x officio, eworo of Her Majesty's Privy Council was net original with him, aud produces in its support such great names 44 Earl Grey, the Right Honorable W. E. Forster, Lord Granville, the Marquis of Lorne and Lord Thring that Lord Derby and Lord Stanley have borne testimony to the sasistance the re- presentatives of the self-governing colonies have been t» the British Government inthe siministration of public affairs, and adds, *‘who, with all evidence before him, doubt the advantage to the Imperial cabi- freest consultation the Privy Council, with the representatives of ‘ those of Sesides, he says can net of the fullest and uoder the confidential regulations of the goveruments of Canada, Australia and South Africa / Then, Sir Charles directs attention to the question of defence. Sir Charles had combatted the idea that the colonies should be taxed for the special purpose of Imperial defense, and pointed out,as an illustration, that Canada had, by the construction of the Canadian Pacific Railway, contributed incalculably to the strategic facilities of the Imperia! army and navy. He quotes Lord Rosebery and Lord Salisbury to. prove that the Goumanding position now held by, Great Britain is due to the fact that ber tlag tloats over colonies in every part of the world, and adds ; ‘I yield to no one in due appreciation of the great value to Canada of the army aad uavy diplomatic service of England. But! deny that any additional burden is imposed upon this country by the possession of Canada. It the United States could accomplish thei: desire of having one Government from the Equator te the North Pole, and KEng’and were left without a harbor in North America into which her ships could enter in time of war, and deprived of her invaluable coal supplies, both on the Atlantic and Pacitic coast, can anyone pretend that she could reduce her army by aman or her navy by a ship? What would then become of her trade with China and Japan, and to what extent might not her Indian Empire be thus im- perilled? Canada has shown in the past the value she attaches to British institutions, and will every hour become a still greater strength te the Empire by building up and training a powerful British community to defend the oonection of which she is so proud. Com mercial principles and defence may be com- bined, as in the case of her canals [on which she has already expended over eleven millions sterling, and has incurred further liabilities}, which provide the most magnificent inland navigation in the world, and will enable gun- boats of large size to reach, in case of war, the head of Lake Superior.” Canada is pledged tu appropriate £165,000 sterling per annum tu provide «4 steamship from England to Canada and between Canada and Austraha, besides having already given £15,000 sterling a year to the steamers be- tween Canada and Japsn, making a total annual sum of £180,000 sterling for the bast form of naval defence. He sets forth, too, that the issue in the recent general election was “free trade with the United States, and the prohibition of British goods,” He further points out that a er li a ee THE DAILY EXAMINER. - struggle, flag se country the that winter, fell a martyr in that but not until he had planted that eurely upon the ramparts of his and had his dying hours « heered, hike imnortal Wolte, by the consciousness victory was assured, If Canada and Aus- tralia aresuffering from tinancial embarrass- ment, it is because their credit has been strained in a loyal endeavor to pr wide the . 4 ee means of defence by land and tea, Sir Charles deals exhauatively with the fiscal question involved in Imperial Feder- ation, contending that it is posable to carry out a policy which would bs mutu iliy ad vantageous, a policy which would promote, at the same time, the development of the colonies and the expansion of ths trate cf Engiand In support of this contention he addu ‘es & Num ve©r f st stistical facts ana statesmanlike opinions, quoting Lord Rosebery, Lord Dunraven, Sir William Leng, the Earl of Aberdeen, Sir Albert R itt, M.
