The people of Prince Edward Is- land hold the proud position of stand- ing as a c.\mmunity in the front _rank of the temperance movement.. ThiS is the banner province of prohibition. In successive plebiscites they have affirmed, by majorities more over- whelming than in any other section of the Dominion their desire for the total suppression of the manufacture, importation and sale of alcoholic beverages. For some years the entire province was under the operation of the Scott Act and at this time in all of the Island, excepting only the city the Scott Act is in force. Our people are well aware of the defects_ of the present act; it is an imperfect imple- ment, but because it is the best they have or can get at present they will make the best of it. Kings county is and has long been under the Scott Act, it having been ,brought into operation there in 1879, twenty years ago, by a vote of 1.076 for and 59 against. The great ma- jority of the people there are and have been in favor of the total ,sup- pression of the liquor traliic. A. con- stant warfare has been maintained against the violators of the law in Kings and scores of convictions have been made and penalties imposed. There can therefore be no question as to the state of public sentiment in the country. We therefore claim that the Scrimgeour warehouse and the, selection of a Scott Act violator as agent for the distribution of the lish- ,leries bounty is an o en defiance of P the public' sentiment of Kings county, and of Prince Edward Island. ` We have proceeded on the assump- tion that the government has been led somewhat unwillingly into this mistake. unaware of its gravity. But no excuse can be made for the contin- uance of the warehouse, or the con- tinuance of Scrimgeour as a bounty officer. Let the scandal be wiped away, or the government i must take the full responsibility for a condition of things that brings the blush of shame to the cheeks of the better class of their supporters. Hardy left to the members to say whether they would draw full indem- nity of $600 or draw $600 for this session less the $250 that was paid them for the special session last sum- mer.
