rate than the Railway. The companies
and Brms using the City water are large
tax-payers, while the Railway, being a

taxes. These are facts and conditions
which may fairly be taken into account.
On the other hand it may be that the
meter rate of 30 cents charged to various
consumers is too high. The Railway
contention is that the average consumer
who is charged a. fiat rate really pays no
more that 10`cents per thousand gallons.
It appears that the original contract
between the Water Commissioners and
the Railway was made in November 1880,
to run for tive years, and was based on an
estimated consumption not to exceed
5,000 gallons daily. This contract was
continued to 1001 when the rate was
raised to $750 yearly, nnd in 1904 this was
increased to $1.000. On July first 1005
the miyer was put in and for the five
months ending with November- the
Railway was charged witha consump-
tion of over 14,000 gallons n day, or $447.
71 for the five months. It is understood
that the Iteilway was willing to continue
at $1,000 a year, while the charge for
the five months extended, would fora
year amount to $1,075. But the oper-
ation of the Murray Harbor Branch must
largely increase the consumption of water
by the Railway.
Of course the main olriect ot selling by
meter, whether it be gas, electric light, or
water, is that consumers shall pay in pro-
portion to what they use, and that thc
large wnstage which is inevitable under a
ilatrato rate__`may_ be avoided. In regard
to the cost oflsiipplying water, the inter-
est on the oi-ii;fh,iiic`Qs't of the plant, the
annual depreciation, the contributions to
the sinking fund, together with repairs,
maintenance. cost of pumping, collecting,
&c all have to' be taken into account.
\Ve are still of the opinion before ex-
pressed that the Riillway and the Water
Commissioners are not so far apart but
that an agreement ought to he reached
so as to avoid the necessity of the City
losingarzcodcustonier and of the Rall-
wny putting ina, water supply system
of its own. 'l‘|§‘§" City' water supply is
omindant for bon. nie city and the
Railway,'and it seems unnecessary and
wasteful to provide another and inde-
pendent supply under the circumstances.
It would he much better for the Railway
authorities and the Water Commissioners
to adjust or even compromise their differ-
ences, where the margin between them
is no greater than at present exists.

There is reason to believe that the system may be adopted
here if the people express their desire for it.
WHAT 1-*REE DELIVFRY MEANS.
Free delivery means that responsible carriers, wearing
uniform, and sworn to the faithful discharge of their duties
shall after the arrival andsorting of each mail at the Post
Oflice take the letters received and deiiverthem to the persons
addressed at their homes or places of business. The city
would be divided into, say four districts. with a -car-
rier for each district. He would make his rounds
iwlcea day, and if there was a letter for you at the
Post Oflice would take it to you. Arrived at your house
'he would ring or knock-two short rings or two sharp
knocks. You would know by the knock or ring that it was
the welcome postman-and the letter or parcel would be left.
If you had a letter to'send out you would hand it to him and
he would post it for you. But he would call only at houses
or places of business where he had mall matter to deliver.
These privileces would he, for those on the carriers’ lists.
Any persons who chose could still receive their letters at the
Post Oilice as they now do. The carrier service would not
deliver the newspapers printed in the city. Letters posted in
the city addressed toother persons in the city would not be
delivered by the carriers unless prepaid by a two cent stamp
instead of one cent as now. 'This is the only additional
charge in connection with the free delivery system.
