Stevens‘ amendment to Mr. Woodsworthk resolution, no further disposition c! the water powers of the three middle west provinces under federal control, to be made except under legislation similar to that oi the railway belt (B. C.) water act of 1013, and pro- viding for administration by these provinces, saved the situation loi- the government and its face tor the Manitoba supporters. The resolution, as amended, passed the house unanimously, all the lead- ers agreeing. Just then however, Mr. Bird, Nelson, threw a monkey wrench into the works by moving a sub- amoridment to the effect that the government oi provinces should not dispose of water powers without ratification by their legislatures. A point o! order was raised by the Hon. Mr. Dunning on the ground that the sub-amendment was incon- sistent with the principle just passed upon by the house upon which point oi order Mr. Speaker reserved judgment. An hour was consumed on debating the point, upon which the government was a unit in upholding. Tho speaker after quoting author- ities, ruled against the government and in favor of the sub-amendment. A little further discussion followed when the prime mlniswr wound up the debate in rethtr an effective speech.
