A These charges and counter charges have been going back and forth for two years now; and word from Washington is that the State Department is going to put up with no more nonsense from Moscow in thc mattcr. In other words. Mr. Dul- lcs' patience is exhausted. What is to he done now? Two things. First, I final request for payment will he sent to the Soviet Foreign Office. it this rcqucst is rejected---as the State Department expects it to be. Ind with good reason-preparations will he made for presenting the case to the lntcrnational (iourt of Justice at the lla:Ul'. This is it proceeding that takes time. It may be two or three years before the (lourt gets around to hcarim: the appeal. Then. the (lourt will ask the Soviet Government whether it is willing to accept its jurisdiction and its ruling. The So- viet llnion: following the usual prac- tice in such matters, will reply in the negative. whereupon the Court will dismiss the appeal, and the mat- ter will end--just where it is now. What the whole thing amounts to is that the United States will gpend two or three years and I con- siderable amount of money-for, of course, many lawyers will be en- gaged---on a case which it knows beforehand will never be decided in its favour, or. indeed, It all.
