Pe Be it enacted by the City Council of the Ci of Charlottetown as follows:— _ Every person publicly selling meat (ffeh, salted or corned) by retail within this city in any store, shop, house, warenouse or other building or in the public market build ing or in or from any meat waggon, Cart, car- riage, sleigh or other vehicle upon the public streets or highways of the said City by retail or in Jess quantities than by the carcass, shall obtain from the Mayor thereof a License as 2 edit V endo, and the Mayor is hereby author zed to issue such License upon receiving the License fee hereinafter mentioned. 2. The License fee shall be Twenty-five dollars per annum. 3. No person shall expose for sale or pub licly sell fresh, salted or corned meat by re- tail or in Jess quantities than by the carcass in any store, house, shop, warehouse or other ouilding or place or inthe public market building, or in or from any meat wagon, cart, carriage, sleigh or other vehicle within the said City, without having first obtained a Licence therefor in manner above mentioned, 4. Any persor. or persons guilty of any in- fraction of any of the Provisions of this Bye- law, shall, upon conviction before the St pen diary Magistrate on the oath or affirmation of any credible witness,forfeit and pay at the dis- cretion of the Stipenciary Magistrate a »enal- ty not exceeding the sum of Thirty Dollars for each offence, exclusive of costs, and in de- fault of payment thereof it shall and may ve lawful for the said Stipendiary Magistrate to commit the offender to the Common ja'l of the County of Queen’s County for any penod not exceeding thirty days, unless the said pen- alty and costs be sooner paid. With indignation wrinkling his tinted nose and spoiling for a moment the gracious air which he had assumed, he pushed her back, with both hands at her clbows, as be exclaimed: “Oh, no; not for you, ma’am!”’ His adjustment of expression was rapid as he turned once more to her of the hand- some face and fashionable clothes and | made way. Then, with a smile at his | neighbors which plainly said, ‘‘Didn’t I | manage that well?’’ he leaned comfortably on his stick. The favored one had not noticed the lit- excep- i benefit, but a young girl who sat in the next seat was an observer and saw the warm red deeply flush under the black tears come in the dark eyes. She saw the mouth quivering, and her own eyes snapped. With a glance at ‘this complacency,’ un- mistakably expressive of her scorn and in- dignation, she quickly rose, touched the woman on the arm and gently said: “Take my seat. EARLY WHALE FISHERY. It Was Probably First Followed by the Biscayans or Norwegians. As to who among northern nations may justly claim the honor of first daring to attack the mijghty whale there is some lit- tie deubt. But the balance of probability inclines to the Biscayans or Norvregians, We have a reasonably definite account in Orosius of bay whaling having been car- ried on from the North cape along the shores of the White sea in the ninth cen- tury. Langebek, a Danish writer, asserts } ositively that the Norwegians wero the } loneers of whale hunting on the coasts of their own country about the year 870. But there are many references to whale fishing in the chronicles of that period. The “Translation et les Miracles de St. Vaast’’ tells of a donation by William the Conqueror of a tithe of whales caught at Dives to the Convent of the Holy Trinity at Caon. A bull of Pope Eugene III gives a tithe of the tongues of whales caught at Merri to the church at Coutances. These two will probably suflice as a sample of the references to the cetacea in those early times. Historians, however, are agreed that the Basques and Biscayans first yen- tured far to sea from their own shores and so became the originators of the whale fishery proper. About 1575a combined fleet of Biscayan and Iceland vessels, numbering 50 or 60 sail, commencéd whaling upon the coasts of Newfoundland, Iceland and southern Greenland. In 1594 the English appear to have awakened to the prospect of profit frem the whale fishery, for we read that several ships were fitted out in that year at Bristol for a whaling vyoyage to Cape Breton. One of them, the Grace of Bris- tel, found between 700 and 800 blades or laminw of whalebone on the shores of St. George’s bay, where two large Biscayan ships had been wrecked three years before. This seems to have been the first instance of the importation of whalebone into Eng- land.—London Spectator. Where All Kissed Their Escorts.
