The last word has not yet been spoken in regard to the authorship of the celebrated letters of Junius. Notwithstanding the concur- rence of Macaulay, Sir James Mackintosh, De Quincey and other eminent critics in fixing “Junius” upon Sir Philip Francis, the claim of France has been well nigh abandoned in recent )jears, Aside from certain facts and dates that go to over- throw the claim of Francis, his identity with ‘Junius’ can be maintained only at the complete sacrifice of his character; and Francis was by no means a bad man. Another historic riddle which for nearly two hundred years has defeated the guesses of the curious is the Man in the [ron Mask, who was imprisoned for years in the Bustile The Duke of Monmouth; Fouquet, ex-Min- ister of Louis XIV; and Count Er’colo Antonio Matthioli, the Italian traitor and spy; Oldenburg, the poison mixer, and several other personayes, have in turn worn the mask of iron in various accounts and traditions. But the latest and appar- ently a successful attempt to discover the secret has been made by Emile Bargand and Bazieres in » work entitled ‘‘Le Mas- que de Fer, a Revelation of the Cipher Correspondence of Louis XIV.” The au- thors fell upon their discovery iu a curi- ous way when editing the correspondence of the famous Marshal Catinat. The Mar- shal had preserved only his papers relating to the campaign of 1686, but among these were accidentaily saved two letters in cipher, dated July 8 and 9, 1691. Bazieres found the key to the cipher, and found also, to his great surprise, that is solved the mystery of the Iron Mask. Louis XiV at the period in question was at war with half of Europe, and Marshal Catinat, in command of the French, con- fronted Prince Eugene in Northern Italy. After several successes of Catinat, Louis set his heart ou the capture of Cuneo, in Savoy, and gave orders for its immediate investment. ‘The siege operations were in- trusied to a veteran campaigner, Lienten- ant General Vivien Labbe, Seignieur de Bulonde. Instead of taking the fortress, Bu'onde was completely routed by Eng ne, and retrea‘ed with the loss of his artillery and mu.citions of war. This disaster in the midst of a career of victury deeply in- eensed Lou's, who attributed it to the cowardly conduct of his General, in the cipher letters Louvois, the Minister of War, tels Marshal Catinat that the Kiny is grea uded at the behavior of Bua- londe in avandoning the siege of Cuneo, and o*™ders he be arrested and con- veyed tu the neighboring citadel of Pigner- ol. Miunte orders were given at the same time concerning the treatment of the dis- tinguished prisoner. He was to be locked in a cell of the e.tadel at night, but to be periniited to promeuade the walls by day. Should this be the true svlution of the mystery it explains the command of Louis XIV. to provide a prisoner by day with a maxk. ‘The correctuesa of the key to the cipher of the year 1691 is established by the later discovery of a letter (not in cipher) of Lonvois to Catinat on tne same subject and corresponding with the cipher s0 many ti that dispatch Whether these revelations agree with the subscquent career of Bul- onde remains to be determined. The Mask, whoever he may have been, was re- moved to the Bastile in 1698. The authors describe him from the accounts of con- temporary observers as a man of fine presence, with white hair, Although closely guarded, he was treated with yreat i sat at the tavle with the gov Ali this better fits Balonde than li ttle Matthi oli, who has been regarded by scme investigators as the wearer of the Iron Mask. For the rest, the magk was not of tron, but of black velvet, and was designed prevent his recognition Volt who first spoke of the Man in the Iron Mask, says he was an eminent personage, Was that personage Count Vivien Labbe Bulonde? The evi dence points strongly in his direction,— Philadelphia Record resp ct, an ernor of the some merely to aire, Odd Effect of a Strike, Among the greatest sufferers by the cab strike are the parliamentary pigeons in New Palace Yard, which aiways fonnd an abundant supply of eorn from the nose bags «f the hor-es on the cab-rank at the entrance of the House of Commons. For years the spet has been, during the pirlia Inentary season, & happy hunting gro ind for hundreds of these birds, They never hang around the doors of the House of Lords. Peers yenerally walk to parlia ment, or if they drive it is invariably in their own carriages, the horses of wnich would disdain to eat in public. No corn is ever tv be found at the Peers’ entrance; therefore it is that the pigeons all flock to the House of Commons, But since the commencement of the strike the birds have become quite demoralized. They know it is not the recess, because the light on the clock tower is there at night, and they cannot make out what has become of their friends the cabmen, the hor-es and the corn. For some days their lamentable ‘'eco ing’ from the pangs of hunger was dis- tressiny to hear, until the hap, y ides came to Superintendent Horsley to institute a kind of vigeons’ soup-kitchen, or free breakfast table, every morning. A plenti- ful supply of crumbs and corn i scate red on the grouad, and the pigeous show their gratitude by flapping their wings and coo- ing in the major key.
